On July 9, 2020, at the last plenary meeting of the spring session, deputies considered draft laws regulating the socio-economic development of the Omsk region, in particular, the provision of tax preferences, and also discussed new draft laws. At the end of the meeting, the speaker of the regional parliament, Vladimir Varnavsky, summed up the results of the work and outlined tasks for the future.
Meeting
took place in compliance with sanitary and epidemiological standards established in
conditions of the high alert regime in the Omsk region. Deputies
and representatives of the regional government
sat in three meeting rooms
regional parliament.
"All of you
you know the requirements of doctors in the current conditions. We must work quickly
- said the Chairman of the Legislative Assembly of the Omsk Region Vladimir Varnavsky, opening the meeting. – Draft bills carefully
were considered by committees. Let's go through the agenda of the meeting."
The discussion began with questions about the appointment to the post of justice of the peace in the Omsk region and
involving a retired magistrate judge of the Omsk region for execution
duties of a magistrate of the Omsk region.
Then
parliamentarians began to consider the items on the agenda of the meeting
bills. A whole package of bills was adopted in the final reading. In their
including the current law "On Amendments to Articles 2 and 6 of the Law of Omsk
region "On the protection of the population and territories of the Omsk region from emergency
situations of natural and man-made nature", developed for the purpose of
bringing regional legislation into line with federal legislation.
According to
innovations in federal legislation public authorities
subjects of the Russian Federation are vested with the authority to establish mandatory
compliance by citizens and organizations with rules of conduct during the introduction of the regime
high alert or emergency situation.
Besides this
government bodies of the constituent entities of the Russian Federation receive the right to establish, taking into account
features of an emergency situation on the territory of a constituent entity of the Russian Federation or the threat of its occurrence during
compliance with the rules of conduct established by the Government of the Russian Federation, additional
mandatory rules of conduct for citizens and organizations when
introduction by the Government of the Russian Federation of a high alert or emergency regime. Passed law
vests these powers with the Governor of the Omsk Region.

In all
readings, parliamentarians adopted the draft law "On the implementation of the regional
budget for 2019." Budget revenues for 2019 amounted to 95.6 billion
rubles, expenses - 94.6 billion rubles. By the way, the question of the implementation of the regional
budget for 2019 was discussed in detail at public hearings held in
Legislative Assembly on June 30, 2020. The event took place with the participation
deputies of the regional parliament, representatives of the regional government,
territorial bodies of state authorities of the Russian Federation, local authorities
self-government.
At the hearing
it was noted that expenditures on the socio-cultural sphere amounted to almost 70%
of the total budget expenditures. Thus, the budget retained its
social orientation. Moreover, it has increased compared to 2018
financing of such sectors as healthcare, education, culture and
cinematography, social policy, physical culture and sports.
In 2019
In the Omsk Irtysh region, 10 national projects were implemented.
Expenditures on the national economy and the road fund have increased. More than 40%
the volume of investment expenses increased. Interbudgetary funds also increased
transfers to municipalities of the Omsk region.
Special attention
was devoted to bills regulating support for citizens and the economy. Deputies
discussed and decided to adopt a generally aimed at providing tax
transport tax benefits for large families, the law “On introducing
amendments to Article 3 of the Law of the Omsk Region "On Transport Tax". IN
According to it, a member of a large family is exempt from paying this tax
in relation to one passenger car with an engine power of up to 200 hp.
inclusive of either a motorcycle or a scooter, regardless of engine power. Law
will apply to legal relations arising from January 1, 2020.
For the first time on
plenary session considered the draft law “On Amendments to
separate laws of the Omsk region", presented by the Deputy Chairman of the Government of the Omsk Region Dmitry Ushakov. The bill was developed to create
favorable conditions for conducting investment activities in the territory
Omsk region and provides several tax preferences at once.
Firstly, according to the developers, it is proposed
set a reduced tax rate for property tax at 0
interest for organizations that have entered into an agreement on the implementation of corporate
programs to increase competitiveness (Corporate program) with
Ministry of Industry and Trade of the Russian Federation, implementing the Corporate
program in relation to property intended and used for
production of products that are the subject of the Corporate Program.
This tax rate will be provided subject to
implementation no earlier than January 1, 2019 and no more than three calendar years
consecutive capital investments in the amount of at least 500 million rubles and ensuring the commissioning
into operation of facilities intended for the production of products that are
subject of the Corporate program. The preference will be provided for 5 years,
starting from the first day of the tax period in which compliance is ensured
conditions for commissioning of relevant facilities.
It is assumed that attracting additional financial
resources through this support measure will allow organizations to intensify
technological re-equipment that improves quality and
characteristics of manufactured products, and, therefore, accelerate growth
export potential of the Omsk region.
Secondly, it is planned
establish tax benefits for property tax and a simplified system
taxation for management companies of industrial (industrial) parks,
agro-industrial parks, industrial technology parks (Parks) and residents of Parks.
For these categories of taxpayers it is proposed
set the corporate property tax rate at 0 percent
for a period of 5 years. And under a simplified taxation system it is offered for managers
companies of the Parks and residents of the Parks set a rate of 1 percent if
the object of taxation is income,
and 5 percent if the object of taxation is income,
reduced by the amount of expenses for a period of 5 years.
The application of these support measures is aimed at creating and
development of parks in the Omsk region.
Thirdly, it is planned to establish lower tax
income tax rates for organizations
- residents of special economic
zones in accordance with federal legislation. Tax preferences
will only apply to profits from activities carried out on
territory of the special economic zone.
Within
other issues were also considered on the agenda of the Meeting. In particular,
a resolution of the regional parliament was adopted to amend the Regulations
Legislative Assembly of the Omsk Region, prepared for the purpose of
improving the secret voting procedure.
In the section
"Miscellaneous" on the initiative of deputies, the Minister of Health of Omsk
region Irina Soldatova presented information on the work of institutions
health care of the Omsk region during the period of high alert
in the Omsk region due to the coronavirus pandemic.
Completing
the last meeting of parliament in the spring session, the chairman of the Legislative
Meetings of the Omsk region Vladimir Varnavsky traditionally summed up the results of the work
Meetings and outlined tasks for the future. He noted the timely actions
federal and regional authorities in the fight against the coronavirus epidemic.
At the same time, he emphasized: “In a short, tight time frame, we managed to create a new
regulatory framework governing issues of support for citizens and the economy. Deputies
actively, in close relationship with the Government of the Omsk region, the association
entrepreneurs and public organizations participate in solving problems with
which the business community is currently facing.
