The meeting was held at the Omsk Regional Business Incubator. Representatives of the regional ministries of economics, property relations, finance, the open joint-stock company "Omsk Region Development Corporation" and other participants were invited to it. The meeting was opened by the chairman of the committee on economic policy and investment of the regional parliament, Dmitry Shishkin.



A wide range of discussions was held questions about investment support and tax preferences in the Omsk Irtysh region. First of all, a report was made on the main results of the activities of OJSC "Omsk Region Development Corporation" in 2014, the first half of 2015 and on the prospects for the development of this joint-stock company. The discussion was about investment projects implemented in the Omsk region in 2014, about projects currently being supported by the Development Corporation, about the draft regulations for supporting investment projects on the “one-window” principle. Other reports were presented on current topics in the development of investment activity in the Omsk region. The speakers spoke in detail about the creation of state industrial parks in the Omsk region, including the mechanism for their creation and development.
The speakers paid much attention to the legal regulation in the Omsk region of issues in the field of land and property relations that affect the attractiveness of the region for the implementation of investment projects. We talked about the procedure for determining the fee under an agreement on the establishment of an easement in relation to land plots owned by the Omsk region, or land plots for which state ownership is not demarcated. And also on the procedure for determining the amount of payment for land plots in the event of an increase in the area of ​​land plots as a result of land redistribution. The issue of establishing a procedure for placing objects without providing land plots and establishing easements was also discussed. During the discussion, various proposals were voiced, primarily related to legislative regulation of support for investment activities.


During the meeting, deputies considered several draft laws submitted to the committee. This is a bill “On amendments to Article 2 of the Law of the Omsk Region “On certain issues of the implementation of the Federal Law “On the organization of the provision of state and municipal services” in the Omsk Region,” which it was decided to recommend to the Legislative Assembly for consideration in the first and second readings. In the second reading, it was decided to recommend that parliament adopt the draft law “On Amendments to Articles 6 and 11 of the Law of the Omsk Region “On the Protection of the Population and Territories of the Omsk Region from Natural and Man-Made Emergencies.”
