The draft of a new regional law - "On the Commissioner for the Protection of the Rights of Entrepreneurs in the Omsk Region" - was presented to the Legislative Assembly by the Ministry of Economy of the Omsk Region. The project provides for the establishment of the position of Commissioner for the Protection of the Rights of Entrepreneurs in the Omsk Region in order to ensure state guarantees for the protection of the rights and legitimate interests of business entities in the Omsk Region, their compliance by state authorities of the Omsk Region, local government bodies of the Omsk Region, and their officials. It was decided to accept this draft law for consideration.

During the meeting, the regional parliament took note of the information on the activities of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region in 2013, and also considered and adopted a number of bills in the first and second readings. Among them, the revised draft law No. 505-5 “On Amendments to the Law of the Omsk Region “On the Chamber of Control and Accounts of the Omsk Region”, developed in order to bring regional legislation into conformity with the Budget Code of the Russian Federation and providing for clarification of the powers of the PSC, methods of implementing state financial control
In the first and second readings, the deputies adopted the revised draft law No. 533-5 “On amendments to the Law of the Omsk Region “On the regulation of land relations in the Omsk Region”. It is aimed at implementing the provisions of federal legislation. According to the Federal Law of December 2, 2013 No. 327-FZ, amendments were made to Article 9 of the Federal Law of July 24, 2002 No. 101-FZ "On the turnover of agricultural land", providing that the lease agreement for a land plot of agricultural land located in state or municipal property, is concluded for a period of three to forty-nine years; It has been established that for haymaking and grazing livestock, a lease agreement for a land plot of agricultural land in state or municipal ownership is concluded for a period of up to three years; provisions are excluded according to which the minimum lease period for a plot of agricultural land is established by the law of the constituent entity of the Russian Federation depending on the permitted use of agricultural land leased.
Federal Law of December 28, 2013 No. 446-FZ in accordance with the new requirements of the Civil Code of the Russian Federation, which recognizes a peasant (farm) enterprise as a legal entity, in certain legislative acts of the Russian Federation the words “for the conduct of a peasant (farm) enterprise” are replaced in appropriate cases with the words “for the implementation of its activities by a peasant (farm) enterprise.” In connection with this adopted regional law, Article 20 of the Law of the Omsk Region of February 8, 2002 No. 731-OZ “On the regulation of land relations in the Omsk Region”, establishing the minimum lease period for a plot of agricultural land, is excluded, and relations related to the activities of peasants ( farms) farms.

In all readings, the regional parliament adopted the law “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2013 and for the Planning Period of 2014 and 2015”, according to which, in particular, the volume of subsidies for the reconstruction of facilities of the Municipal Children's Clinical Hospital No. 3, for budget investments in capital construction projects of municipal property in the fields of education and public utilities, for the support of economically significant regional programs in the field of livestock farming and for other expenditure items
