The first issue was that the deputies discussed the draft regional budget for 2015 and for the planning period of 2016 and 2017 in the second reading and decided to adopt the corresponding law as a whole. The parameters of the regional budget in 2015 will amount to 68.15 billion rubles in terms of income, and 73.60 billion rubles in terms of expenses.
Deputies reviewed a package of bills amending current legislation. Some of them have a social orientation. Thus, the draft law “On Amendments to Certain Laws of the Omsk Region”, adopted in the first and second readings, provides, in particular, for an increase from January 1, 2015 in the amount of monetary payments to adoptive parents (adoptive parent) for a disabled child under their care. Draft Law No. 654-5 “On the social adaptation of persons released from institutions of the penitentiary system” was adopted for consideration.
Another package of bills considered at the meeting concerns the business sector. In the second, final reading, the draft law “On Public-Private Partnership” was adopted, establishing the legal basis for the participation of the Omsk region in public-private partnerships, including the goals, principles, and forms of implementation of public-private partnerships.
The law “On Amendments to Article 2 of the Law of the Omsk Region “On Organizational Property Tax” was immediately adopted in all readings. It establishes a reduced rate of corporate property tax to 0.01 percent for organizations providing hotel accommodation in the Omsk Region services, in relation to property intended and used by these organizations to provide hotel services, for the payback period of the investment project, but not more than five years, while simultaneously fulfilling the following conditions: implementation of capital investments in fixed assets in the territory of the Omsk region in the previous tax period intended for the provision of hotel services, for a total amount of at least 500 million rubles in accordance with the investment project; ensuring in the current year, but not earlier than January 1, 2015, the commissioning of a property complex for the provision of hotel services with the designed capacity of the number of rooms is not less than 150 rooms. The law also establishes, from January 1, 2014, a corporate property tax rate of 0.01 percent for non-profit organizations in relation to buildings and structures that are sports facilities and have ice rinks with artificial ice.
Draft Law No. 651-5 “On Amendments to the Law of the Omsk Region “On Innovation Activities on the Territory of the Omsk Region” was adopted for consideration, clarifying the forms of state support for innovation activities on the territory of the Omsk Region. The draft law was adopted in the second, final reading " On amendments to Article 3.1 of the Law of the Omsk Region "On state regulation of the retail sale of alcoholic beverages in the Omsk Region", providing for a ban on the territory of the Omsk Region of the retail sale of low-alcohol tonic drinks provided for by established state standards and approved technical conditions in the field of production and circulation of ethyl alcohol , alcoholic and alcohol-containing products.
During the meeting, the regional parliament also considered and decided to support the draft federal law No. 613254-6 “On amendments to certain legislative acts of the Russian Federation in terms of ensuring the reliability of information provided during state registration of legal entities and individual entrepreneurs." It was decided to send the corresponding resolution to the State Duma Committee of the Russian Federation on Civil, Criminal, Arbitration and Procedural Legislation.
