At the beginning of the meeting, the deputies considered several important organizational issues. Thus, after holding a secret ballot, the regional parliament appointed Nikolai Mikhailovich Miloserdov (from the Omsk regional branch of the political party "Communist Party of the Russian Federation") as a member of the Election Commission of the Omsk Region with the right of casting vote from the Legislative Assembly of the Omsk Region (from the Omsk regional branch of the political party "Communist Party of the Russian Federation") and accepted the corresponding resolution.
The Legislative Assembly also adopted a resolution “On calling elections of deputies of the Legislative Assembly of the Omsk Region”, according to which the elections are scheduled for September 18, 2016.

In the first and second readings, it was decided to adopt the revised draft law "On Amendments to Certain Laws of the Omsk Region." It provides incentives for investors and concerns high-tech production in the Omsk region as part of the import substitution program. According to the adopted law, it is planned to extend the validity of tax preferences for polypropylene producers. It is expected that this will allow the start of production in the Omsk region of new types of polypropylene, which are currently produced outside the Russian Federation, which will create an opportunity for the further development of the oil refining and petrochemical cluster in the region. The release of new types of products will allow us to increase the share of high-tech products in the Omsk region and the Russian Federation as a whole, and to develop new markets. Commenting on the adoption of the law, Chairman of the Legislative Assembly of the Omsk Region Vladimir Varnavsky emphasized: “At the federal level, a state task has been set - to create high-tech production. The state supports such enterprises. And we do this at the regional level.”

Other issues related to the economic sphere were also considered. In particular, the deputies discussed the revised draft law “On Amendments to Article 3.1 of the Law of the Omsk Region “On State Regulation of Retail Sales of Alcoholic Products in the Omsk Region” and decided to adopt it in the first reading. The project is aimed at clarifying the regulation of venues for cultural and mass events. sporting events in which the retail sale of alcoholic beverages is not allowed, by indicating the boundaries of such places.

The agenda traditionally included bills of a social nature. Thus, draft law No. 844-5 “On” was adopted in the first and second readings. amendments to Articles 4 and 8 of the Law of the Omsk Region “On the Protection of Health of the Population of the Omsk Region”. It was prepared in connection with the adoption of Federal Law No. 93-FZ. The adopted law clarifies the powers of the Russian Federation, transferred for implementation to state authorities of the Omsk region, regarding licensing in the field of health care. In addition, from the list of powers of the Russian Federation in the field of protecting the health of citizens in the Russian Federation, transferred for implementation to state authorities of the Omsk region, the authority to organize provision of care for persons with hemophilia, cystic fibrosis, pituitary dwarfism, Gaucher disease, malignant neoplasms of the lymphoid, hematopoietic, and related tissues, multiple sclerosis, persons after transplantation of organs and (or) tissues with drugs according to the list approved by the Government of the Russian Federation and formed in the manner established by it. Federal law reserves these powers for the Russian Federation.

In all readings, it was decided to adopt the draft law “On Amendments to the Law of the Omsk Region “On the Budget of the Territorial Compulsory Medical Insurance Fund of the Omsk Region for 2016”. In accordance with it, budget revenues and expenses are planned to increase. In particular, in connection with the distribution of other interbudgetary transfers from the budget of the Federal Compulsory Medical Insurance Fund to the budget of the territorial fund, an interbudgetary transfer was determined for one-time compensation payments to medical workers

During the meeting, other issues were discussed on which resolutions of the Legislative Assembly were adopted, in particular. , the regional parliament decided: “The question (draft law) proposed for submission to the referendum of the Omsk region (draft law) “Do you accept draft Law of the Omsk Region "On the responsibility of deputies of the legislative (representative) body of state power and representative bodies of municipalities of the Omsk Region"?
In addition, the deputies approved a draft agreement between the Government of the Omsk Region of the Russian Federation and the Administration of the Kohgiluyeh and Boyer Rahmed Provinces of the Islamic Republic of Iran on cooperation in trade, economic, scientific, technical, social and other spheres.
