In all readings, the regional parliament adopted the law “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2015 and for the Planning Period of 2016 and 2017”, presented by the Ministry of Finance of the Omsk Region. In accordance with the law, the parameters are specified on income, expenses and sources of financing the regional budget deficit. It is planned to increase budget revenues and expenses for the next three years. The adjustment of the volume of gratuitous revenues to the regional budget is mainly related to their alignment with the Federal Law “On the Federal Budget for 2015 and for the planning period. 2016 and 2017." The deputies took note of the report on the activities of the Chamber of Control and Accounts of the Omsk Region in 2014.
In the second, final reading, it was decided to adopt draft law No. 660-5 "On amendments to the Law of the Omsk Region "On State regulation of subsoil use in the Omsk region", developed in connection with changes in federal legislation regarding the establishment of the procedure for providing subsoil plots of local importance for use. The powers of the executive authorities of the Omsk region in the field of subsoil use are being clarified. Also, in the second, final reading, the deputies adopted draft law No. 661-5, which provides, in particular, for clarification of the powers of the executive authorities of the Omsk region in the field of retail trade in alcoholic beverages. The authority is established to issue licenses for the retail sale of alcoholic products (with the exception of licenses for the retail sale of wine, sparkling wine (champagne) carried out by agricultural producers, maintaining state registration of issued licenses, suspended licenses, and canceled licenses.
In all readings, a draft law was adopted defining the procedure for electing heads of municipalities of the Omsk region - “On amendments to Article 3 of the Law of the Omsk Region “On certain issues of implementation of the Federal Law” On amendments to Article 26.3 of the Federal Law “On general principles of organizing legislative (representative) and executive bodies of state power of the constituent entities of the Russian Federation" and the Federal Law "On the General Principles of the Organization of Local Self-Government in the Russian Federation" in the Omsk Region". rural settlement, municipal district, are elected by the representative body of the municipal formation of the Omsk region from among the candidates presented by the competition commission based on the results of the competition.
During the meeting, the parliament also considered several new draft laws. These include draft law No. 678-5 “On amendments to Articles 7 and 8 of the Law of the Omsk Region “On the protection of the population and territories of the Omsk Region from natural and man-made emergencies”, No. 679-5 “On amendments to Article 4 of the Law Omsk region "On archiving in the Omsk region" and others.
