Today, at the regular plenary meeting, deputies of the Legislative Assembly considered the draft of the main financial document of the Omsk region for 2016, changes to the regional budget for 2015, bills on investment tax credit, elections, conservation of hunting resources, as well as a draft cooperation agreement and other issues
There were more than 30 issues on the agenda. A whole package of documents related to the regional budget and the territorial compulsory health insurance fund of the Omsk region. The main one – the draft law “On the regional budget for 2016” – was discussed by the deputies, taking into account the comments and proposals included in the summary conclusion to the bill, and decided to adopt the draft in the first reading. The document was discussed in detail at the relevant committees of the Legislative Assembly, at public hearings on the draft regional law on the regional budget for 2016, held on November 26, 2015 in the conference hall of the Omsk Region Government with the participation of deputies of the regional parliament, representatives of ministries and departments of the Omsk region, local authorities self-government of the Omsk region, territorial government bodies of the Russian Federation, representatives of political parties, public organizations, the media, citizens.
Revenues of the regional budget 2016 are planned in the amount of 60.652 billion rubles, expenses - 65.448 billion rubles. The draft main financial document of the Omsk region provides for costs for the implementation of seventeen state programs of the Omsk region, the Targeted Investment Program of the Omsk Region and other items. At the same time, expenditures on the social and cultural sphere will amount to about 70% of the volume of expenditures of the regional budget. The sectors of education, healthcare and social policy traditionally have the largest share in the structure of expenditures. It is planned to increase the efficiency of social protection of the population through, in particular, financing priority areas of expenditure, increasing the targeting of social payments and the effectiveness of support measures.
In the first and second readings, it was decided to adopt the draft law “On the budget of the territorial compulsory health insurance fund of the Omsk region for 2016.” In all readings, deputies adopted the bill "On Amendments to the Law of the Omsk Region "On the Regional Budget for 2015 and for the Planning Period of 2016 and 2017", providing for an increase in budget revenues and expenditures for 2015.
Several bills presented at the meeting , raised questions about elections in connection with the adoption of Federal Law No. 302-FZ of November 3, 2015 “On Amendments to Articles 10 and 71 of the Federal Law “On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation.” These are draft regional laws “On Amendments to the Law of the Omsk Region “On Elections of the Governor of the Omsk Region” and “On Amendments to Article 52 of the Law of the Omsk Region “On Elections to Local Government Bodies of the Omsk Region”. The first of them clarifies, in particular, the provisions of the law concerning the timing of early elections of the Governor of the Omsk Region in the year of elections of deputies of the State Duma of the Federal Assembly of the Russian Federation of the next convocation. The second is the timing of holding additional elections in the year of the elections of deputies of the State Duma of the Federal Assembly of the Russian Federation of the next convocation. It was decided to accept these bills for consideration.
The draft law “On Amendments to Article 15 of the Law of the Omsk Region “On the Organization of Major Repairs of Common Property in Apartment Buildings Located in the Omsk Region” was also accepted for consideration, which, in particular, supplements the list of services and ( or) work on major repairs of the common property of apartment buildings.
Deputies adopted a number of bills in the second, final reading, including draft law No. 765-5 “On amendments to Article 5 of the Law of the Omsk Region “On Hunting and Conservation.” hunting resources in the Omsk region". It is aimed at optimizing the mechanism for considering applications for participation in the draw for the purpose of distributing permits for the extraction of hunting resources among individuals hunting in publicly accessible hunting grounds of the Omsk region.
And also draft law No. 763-5 "On amendments to certain laws of the Omsk region in connection with the adoption of the Federal Law "On amendments to certain legislative acts of the Russian Federation on issues of social protection of persons with disabilities in connection with the ratification of the Convention on the Rights of Persons with Disabilities" It is expected that its implementation will create additional conditions in the Omsk region for the implementation of established civil rights by disabled people.
In the first and second readings, a draft law was adopted, developed in order to improve the quality and accessibility of the results of the provision of public services for the provision of investment tax credits. on corporate income tax in terms of the amount to be credited to the regional budget, and on regional taxes - “On amendments to Article 2 of the Law of the Omsk Region “On Investment Tax Credit.”
In addition to the bills, deputies also considered other issues. In particular, they discussed and decided to approve a draft agreement between the Government of the Omsk Region of the Russian Federation and the Administration of the Gegharkunik Marz of the Republic of Armenia on cooperation in the trade, economic, scientific, technical and social spheres.
