At the next meeting of the regional parliament, deputies heard and adopted the report of the Governor of the Omsk Region on the results of the activities of the Government of the Omsk Region in 2018, considered new bills, including establishing administrative liability for the sale of electronic cigarettes to minors , development of tourism activities and others.

The first item on the agenda was considered. Chairman of the Legislative
Meetings of the Omsk region Vladimir Varnavsky, opening the meeting, provided
word for the report to the Governor of the Omsk Region, Chairman of the Government of the Omsk
region to Alexander Burkov. In his speech he reported the results
activities of the Government of the Omsk region in 2018. Alexander Burkov
spoke about the socio-economic situation of the Omsk region in 2018 and about
further plans and tasks aimed at the development of the Omsk Irtysh region.
Then
Parliament continued its work in the meeting room of the Legislative Assembly, discussing
a large package of bills and other issues. Deputies adopted several
new regional laws relating to socio-economic issues. In their
including the law "On the Commissioner for Children's Rights in the Omsk Region", developed in connection with
adoption of a similar federal law. The document defines the legal
position, main tasks and powers of the Commissioner for Children’s Rights in
Omsk region, establishes the procedure for appointment to the position of Commissioner
on the rights of the child and early termination of his powers.
Other new
law adopted by the regional parliament - "On tourism activities in
Omsk region". It was prepared in order to create favorable conditions for
development of tourism in the Omsk region, including rational
use of tourist resources of the Omsk region, increasing the tourist flow
and attracting investment in the tourism industry of the Omsk region. In particular,
the powers of state authorities of the Omsk region are delineated in
sphere of tourism activities in the Omsk region, norms on
state support in the field of tourism activities in the Omsk region
areas, provisions are established for the implementation by individual bodies
executive power of the Omsk region functions aimed at promoting
tourism products of the Omsk region, information support in the field
tourism activities, ensuring the safety of tourism on the territory of Omsk
areas.
Still accepted
several important laws. Thus, in the second final reading, the deputies adopted
Law "On Amendments to the Law of the Omsk Region "On
Chamber of Control and Accounts of the Omsk Region", defining the procedure for concluding
agreements of representative authorities of municipalities of Omsk
region with the Chamber of Control and Accounts (CAC) of the Omsk region on the transfer to it
powers to exercise external municipal financial control.
The powers of the Omsk Region PCB and its chairman are being clarified.
In all
readings adopted the laws “On the approval of additional prisoners
agreements on restructuring the obligations (debt) of the Omsk region to
Russian Federation on budget loans" and "On introducing changes
in article 3 of the Law of the Omsk region "On certain issues of state
regulation of tariffs." Commenting on its adoption, Vladimir Varnavsky noted,
that social support is provided to citizens so that the authorities take
responsibility for raising tariffs, rather than shifting it onto the population.
For consideration
Deputies also adopted a package of bills. In particular, the draft current law
"On Amendments to the Law of the Omsk Region "On Innovation"
activities on the territory of the Omsk region", prepared for the purpose of
improving regional legislation. It is suggested to clarify the subject
regulation of the law, as well as the basic concepts used in this regional
law, goals and principles, main directions and forms of state support
innovation activity in the Omsk region.
Another one overdue
draft law accepted for consideration - “On Amendments to the Code
Omsk region on administrative offenses." It was developed in connection
with the regional parliament accepting the project for consideration on May 16, 2019
Law "On restriction on the territory of the Omsk region of sale
electronic nicotine delivery systems for minors, liquids for
electronic nicotine delivery systems", which are proposed to be installed
restrictions (until the adoption of the relevant federal law) on sales
electronic nicotine delivery systems for minors, liquids for
electronic nicotine delivery systems.
According to
submitted draft law "On Amendments to the Code of Omsk
area on administrative offenses" establishes an administrative
responsibility for the sale of electronic nicotine delivery systems, e-liquids
electronic nicotine delivery systems to minors. Administrative
the following fines are provided: for citizens - in the amount of three to five
thousand rubles; for officials - from ten to twenty thousand rubles; on
legal entities - from thirty to fifty thousand rubles.
During
other issues were also discussed at the meeting. Deputies approved changes to the Regulations
Legislative Assembly of the Omsk Region in connection with the adoption of the Federal
Law of May 1, 2019 No. 94-FZ "On amendments to Article 26.3-3
Federal Law "On General Principles of Organization of Legislative
(representative) and executive bodies of state power of the subjects
Russian Federation", providing for in what cases assessment
regulatory influence is not carried out in relation to draft regulatory legal
acts of the constituent entities of the Russian Federation.
Also parliament
adopted a number of resolutions, in particular,
"On release from duties
member of the Election Commission of the Omsk Region with voting rights"and
"On the appointment of a member of the Election Commission of the Omsk Region with the right
casting vote".
Wide and
the current issue of the progress of garbage reform in the Omsk region was comprehensively considered
areas. Many deputies expressed their position and made specific proposals.
As the chairman of the regional parliament said, “we are really in
