At the regular plenary meeting of the regional parliament, held on March 23, 2023, deputies heard a report from the head of the Russian Ministry of Internal Affairs for the Omsk region on police activities for 2022, elected representatives of the Legislative Assembly in the qualification commission of the Omsk Chamber of Lawyers region, reviewed bills aimed at expanding social support measures for certain categories of citizens and increasing the efficiency of their provision, at increasing the level of control over vehicles carrying out regular transportation along regular transportation routes.
The meeting began with consideration of issues regarding the appointment of
the position of justice of the peace of the Omsk region and the involvement of a retired
judge to perform the duties of a justice of the peace in the Omsk region.
Next, parliamentarians heard a report from the Head of the Department
Ministry of Internal Affairs of the Russian Federation for the Omsk Region Vyacheslav
Kryuchkov on police activities in 2022.
Information was provided on the state of the operational
situation and results of operational and official activities of the Ministry of Internal Affairs of Russia for
Omsk region, implementation of regional programs to combat crime, about
results of consideration of citizens' appeals and other issues. As a result, deputies
took note of the report.
Then the deputies, based on the results of a secret ballot, elected representatives
Legislative Assembly of the Omsk Region in the Qualification Commission
Bar Association of the Omsk Region Glazunov I.V., Romanenko D.V.
After which the parliamentarians began to consider the amendments made
bills on the agenda for the meeting.
Generally
draft law No. 1576-7 “On the establishment of additional grounds” was adopted
recognition of debts for payment of regional taxes as uncollectible
to the budgets of the budget system of the Russian Federation". The following are established:
additional reasons:
1)
presence of debt on regional taxes abolished from January 1, 2005
(based on a certificate from the tax authority at the taxpayer’s place of registration
amount of debt);
2) the presence of debt of an individual for
transport tax in an amount not exceeding 100 rubles from the date of formation
which more than five years have passed (based on a certificate from the tax authority at the place
accounting of the taxpayer about the amount of debt);
3) non-acceptance of the inheritance by the heir -
by an individual in the event of his death or being declared dead in the manner
established by the civil procedural legislation of the Russian Federation
Federation, after three years from the date of expiration established by the civil
legislation of the period for acceptance of inheritance.
Supporting documents on this basis
will be: - a certificate from the tax authority at the place of registration of the taxpayer about
amount of debt; - information about the death of an individual or his announcement
deceased in the manner established by civil procedural legislation
Russian Federation; - information from the official website of the Federal Notary
chambers in the information and telecommunications network "Internet" on
address www.notariat.ru on non-acceptance of inheritance by an heir - an individual in
the period established by civil law.
In the first
and in the second readings, parliamentarians considered and adopted the law “On introducing
amendments to the Omsk Region Code of Administrative Offences".
aimed at implementing the Decree of the President of the Russian Federation of July 21, 2020
No. 474 "On the national development goals of the Russian Federation for the period
until 2030" in terms of achieving the target indicator "Achieving
"digital maturity" of key sectors of the economy and social sphere, in
including healthcare and education, as well as government
management" of the national development goal of the Russian Federation "Digital
transformation".

for violation of the requirement to transmit in real time to the state
information system of the Omsk region "Regional
navigation and information system of the Omsk region" information about the place
finding a vehicle used for regular
transportation on intermunicipal and (or) municipal regular routes
transportation
Such a violation is subject to a warning or
imposition of an administrative fine on officials in the amount of three thousand
up to four thousand rubles; for legal entities and individual entrepreneurs -
from thirty thousand to forty thousand rubles.
Today another bill concerning
legal regulation of liability
in the field of regular transportation. This is the draft law of the Omsk region No. 1601-7 “On amendments to Article 9
Law of the Omsk Region "On the organization of regular transportation of passengers and
luggage by road and urban ground electric transport
in municipal and intermunicipal transport, by water transport in suburban
and intermunicipal communication and railway transport in suburban
communication on the territory of the Omsk region."
As its developers note, it is proposed to clarify that
circumstance for applying to court to terminate the action
certificate of transportation is repeated throughout
one year administrative liability. Draft law
deputies decided to take it into consideration.
Parliamentarians also discussed several new social
significant bills. One of them is draft law No. 1597-7 “On Amendments to Article 3 of the Law
Omsk region "On monthly monetary compensation for renting a residential
premises."
"We continue together with
government and the prosecutor's office to look for opportunities to improve conditions for orphans,"
- noted the Chairman of the Legislative Assembly of the Omsk Region Vladimir
Varnavsky.
The document was prepared for the purpose of
adjustments to certain conditions for the provision of additional social measures
support in the form of monthly monetary compensation for renting residential premises
agreement for the rental of residential premises (residential building, apartment) at the expense of the regional
budget for persons living in the Omsk region from among orphans and
children left without parental care, persons who belonged to
categories of orphans and children left without parental care, persons from among
orphans and children left without parental care and have reached the age of 23
years old who are disabled people of group I, II or III.
"The bill eliminates the requirement to conclude
rental agreement for residential premises for a period of at least one year and registration
restrictions (encumbrances) of ownership of residential premises, - explained
Speaker of Parliament. – This will make it easier for orphans to find their
housing."
Based on the results of the discussion, it was decided to adopt the specified draft law
in all readings.
The draft law of the Omsk region "On
amendments to Article 2 of the Law of the Omsk Region "On Certain Issues
exercising powers in the field of promoting employment and introducing
amendments to Article 5 of the Law of the Omsk Region "On quotas for jobs in
Omsk region". It was prepared in connection with changes in the federal
legislation and provides for expanding the circle of recipients of state
services to assist in relocation and resettlement to another area for
employment in the direction of the state employment service through
inclusion in their number of citizens registered with the employment service for the purpose of
searching for suitable work, and not just unemployed citizens, as is customary in
present time.
Among other issues
agenda of the meeting, deputies considered and adopted the regional law, according to
which increased revenues and expenses of the regional budget for 2023-2025; approved
draft additional agreement to the Agreement between the Government of Omsk
region of the Russian Federation and the Akimat of the Pavlodar region of the Republic
Kazakhstan on the implementation of international and foreign economic relations in
trade and economic, scientific and technical, environmental, cultural and other areas
dated September 16, 2015; discussed the results of consideration of the deputy request
Deputy of the regional parliament V.B. Kazanin to the Minister of Energy and
housing and communal complex of the Omsk region V.Yu. Shnipko on the progress of gasification and
social additional gasification in the Omsk region.
In the section
“Miscellaneous” parliamentarians discussed several issues. In particular, we considered
bill "On Amendments to the Law of the Omsk Region "On the Budget"
territorial fund of compulsory medical insurance of the Omsk region for
2023 and for the planning period 2024 and 2025", according to which increases
income and expenses of the fund.
