At the beginning meeting, deputies considered the issue of agreeing on the candidacy of the coordinator regional tripartite commission for regulation of social and labor relations. As a result, the Legislative Assembly decided to “agree on the candidacy coordinator of the regional tripartite regulatory commission social and labor relations – Andrey Evgenievich Storozhenko, Deputy Chairman Government of the Omsk Region, Minister of Health of the Omsk Region."

In the second, In the final reading, parliamentarians adopted the Law of the Omsk Region "On introducing amendments to Article 2 of the Law of the Omsk Region "On Commissions for Affairs minors and protection of their rights in the Omsk region", developed in connection with changes in federal legislation regarding the establishment additional mechanisms to counter activities aimed at inducing children to suicidal behavior.

IN in accordance with the adopted law, the direction of activity of the bodies is specified, organizations and institutions of the system for the prevention of neglect and crime minors in the Omsk region to identify and suppress cases involvement of minors in committing crimes and (or) antisocial actions, as well as cases of inclination towards suicide actions.

By the way, as for youth, the agenda of the meeting also included one issue affecting the sphere of youth policy. Deputies discussed and accepted for consideration a draft law providing for the preparation of a report on the main results of the implementation of youth policy in the Omsk region. Such a report will have to be submitted annually by the Government of the Omsk region to Legislative Assembly. Commenting on the draft law, the chairman Vladimir Varnavsky of the Legislative Assembly of the Omsk Region emphasized that This is a very important issue that requires serious work. He also drew attention of those gathered to the fact that currently the state is increasingly pays attention to youth policy issues.



Were other socially significant draft laws were also considered. So, for consideration the bill "On Amendments to the Omsk Region Code of social protection of certain categories of citizens", providing additional guarantees for the rights of orphans and children left without care parents, and persons from among orphans and children left without care parents, for the provision of vouchers for organizing recreation and their health improvement.

In all readings, deputies adopted a law with a similar name: “On introducing amendments to the Omsk Region Code on social protection of certain categories citizens." In accordance with it, the current term limit is lifted exercise of the right to receive family capital (not earlier than three years from the date birth (adoption) of a third child or subsequent children) in case of sending funds (part of the funds) family capital for gasification of residential premises located on territory of the Omsk region.

Also in All readings adopted the regional law "On Amendments to the Law of Omsk region "On the regional budget for 2017 and for the planning period 2018 and 2019 years". In mode During the first reading, deputies discussed and adopted the draft law “On introducing amendments to the Law of the Omsk Region "On the organization of capital capital repair of common property in apartment buildings located on the territory of Omsk region". According to the bill developed in connection with the change federal legislation, it is planned, in particular, to provide expansion of the list of services and (or) works for major repairs of common property in an apartment building, the provision and (or) implementation of which is financed for capital repair fund account, which is formed based on minimum contribution for major repairs, supplementing it with the installation of automated information-measuring systems for accounting the consumption of utility resources and utilities.



Some bills considered at the meeting related to the development of the agro-industrial complex of Omsk Irtysh region. One of them specifies, for example, on the territory of which municipalities of the Omsk region land plots, state ownership of which is not demarcated, but also land plots owned by the Omsk region or municipal property may be provided free of charge use by a citizen for running a personal subsidiary plot or implementation by a peasant (farm) enterprise of its activities for a period of not more than six years. Another bill is aimed at preserving Omsk areas of pre-emptive right to purchase land from lands agricultural purposes and granting the corresponding right municipalities of the Omsk region that are interested in purchasing such land plots.

On the agenda new draft laws were also included. Among them is the draft law "On introducing amendments to Article 10.1 of the Law of the Omsk Region "On State regulation of subsoil use in the Omsk region." According to the bill is the executive authority of the Omsk region in the field of regulation relations of subsoil use is vested with the authority to grant the right use of subsoil plots of local importance containing common minerals, for construction, repair and maintenance of automobiles public roads without holding competitions and auctions. Besides draft laws, the deputies also discussed other issues: on the appointment of Justice of the Peace of the Omsk Region; on the suitability of the question proposed for submitting the Omsk region to a referendum, the requirements of Article 12 of the Federal Law "On Basic Guarantees of Electoral Rights and the Right to Participate in referendum of citizens of the Russian Federation"; on the execution of the regional budget for the first half of 2017.
In addition, at the last meeting issues of providing benefits to veterans of the Omsk region, increasing living wage for pensioners, problems of defrauded shareholders.
