At its regular meeting, the Committee on Legislation and Local Self-Government considered a draft law amending the law on ensuring peace and quiet for citizens in the Omsk region and other issues.
At the beginning
meeting, the committee traditionally considered the issue of appointment to the position
Justice of the Peace of the Omsk Region. Then the deputies heard the report of the Commissioner
Omsk region for human rights on the observance of human rights and freedoms and
citizen in the Omsk region in 2019. After full discussion

For consideration, the committee decided to recommend to the regional
parliament to adopt the draft law "On Amendments to the Law of Omsk
region "On ensuring peace and quiet of citizens in the Omsk region."

As the authors note, the bill was developed on the basis
law enforcement practice of internal affairs bodies. The draft law
it is envisaged, in particular, to expand the list of facilities at which
ensure peace and quiet of citizens. "It is proposed to include such objects
residential buildings of blocked development, as well as premises and territories of organizations,
providing services for temporary accommodation and (or) provision of temporary
stay of citizens,” says the explanatory note.
In the first and
in the second reading it was decided to recommend that the Assembly adopt the draft laws
"On the abolition and creation of judicial districts and positions of justices of the peace
Omsk region and on amendments to Article 2 of the Law of the Omsk region "On
justices of the peace of the Omsk region" and the Law of the Omsk region "On numbers and
boundaries of the judicial districts of justices of the peace in the Omsk region" and "On
amendments to certain laws of the Omsk region on issues
anti-corruption." The last of these bills

increasing the effectiveness of anti-corruption activities in Omsk
areas.

In two
readings by deputies
discussed the draft law of the Omsk region
"On amendments to the Law of the Omsk Region "On the coat of arms and flag of the Omsk
region". It was prepared with the aim of bringing the coat of arms of the Omsk region into
compliance with heraldic requirements.
According to mandatory conditions, it is necessary to refuse some elements
current coat of arms and change it
color scheme. The proposed draft coat of arms of the Omsk region has passed the preliminary heraldic examination
examination of the Heraldic Council under the President of the Russian Federation.
