The “round table” table was held in the format of a video conference with municipal resource centers. In addition to the committee deputies, its participants were representatives of the Ministry of Education of the Omsk Region, the BOU DPO "Institute for Educational Development of the Omsk Region", Omsk State Pedagogical University, deputies of the Councils of municipal districts of the Omsk region, members of the education commissions, heads of municipal education authorities, chairmen of public councils under municipal authorities, representatives of the Public Chamber of the Omsk Region and other invitees.



The round table meeting was opened by Vladimir Polovinko, Deputy Chairman of the Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly. Then, the main report on conducting an independent assessment of the quality of educational services in educational organizations in the Omsk region was made by the Minister of Education of the Omsk Region, Sergei Kanunnikov. There were also reports on the activities of the Institute for Educational Development of the Omsk Region in organizing an independent assessment of the quality of activities of educational organizations in the Omsk Region, on the role of the Public Council under the Ministry of Education of the Omsk Region in the independent assessment of the quality of educational services in educational organizations in the Omsk Region.
In addition, At the meeting, examples of conducting an independent assessment of the quality of educational services were considered based on the experience of the Education Committee of the Administration of the Tarsky Municipal District of the Omsk Region, the Public Council under the Education Committee of the Omsk Municipal District of the Omsk Region, as well as information on the results of an independent assessment of the quality of educational activities of the municipal general education schools of the Kalachinsky municipal district.



The speakers spoke about norms of the federal law on education on conducting an independent assessment of the quality of educational services, on criteria for assessing the quality of such services. At the regional level, in 2013-2014, the necessary tools were developed and tested to conduct an independent assessment of the quality of work of educational organizations. In 2014-2015 in the Omsk region, independent assessments were carried out in many state and municipal educational organizations.
The round table also discussed the difficulties in conducting an independent assessment of the quality of educational services. In particular, about the lack of trained experts and their heavy workload. Various questions and proposals for conducting the assessment were raised. In general, the meeting participants agreed on the relevance of such a tool as an independent assessment of the quality of educational services, the main goal of which is to improve the quality of educational services provided, the effectiveness of education quality management, accessibility for citizens, consumers of services, necessary and reliable information about the activities of educational organizations. The meeting ended with the adoption of the round table's draft recommendations.
