Enter the reception areaOn December 12, 2024, at a meeting of the social policy committee of the regional parliament, bills in the field of healthcare were considered, and issues related to the provision of medical care, social support measures for large families, increasing the birth rate in the region, and others were discussed.
The meeting began with the consideration in the second reading of two bills developed in order to counter information threats to the family, motherhood, paternity and childhood: the draft law of the Omsk region No. 1804-7 “On the prohibition of inducement to artificial termination of pregnancy in the Omsk region” and the draft law Omsk Region No. 1803-7 "On Amendments to the Code of the Omsk Region on Administrative Offences".
After discussing the bills, letters from the Governor of the Omsk Region about the absence of amendments, and the expert opinion of the Office of the Ministry of Justice of the Russian Federation for the Omsk Region on the draft laws, the deputies recommended that the regional parliament adopt these bills in the second reading.
In the first and second readings, the draft law of the Omsk region No. 1816-7 “On the budget of the territorial compulsory health insurance fund of the Omsk region for 2025 and for the planning period of 2026 and 2027” was presented. The budget of the territorial compulsory health insurance fund (CHI) for the next three years is drawn up in accordance with the requirements of the budget legislation of the Russian Federation, balanced in terms of income and expenses.
From the explanatory note it follows that the total amount of income and expenses of the budget of the territorial compulsory medical insurance fund of the Omsk region for 2025 is set at 44.2 billion rubles, which is 16.3% more than in the current year. The main source of income is subventions coming from the budget of the Federal Compulsory Medical Insurance Fund.
In the expenditure side of the budget, two key areas are highlighted: financing the territorial compulsory medical insurance program and payment for treatment of Omsk residents in clinics in other regions of Russia. Funds are also aimed at providing specialized and high-tech medical care.
It was noted that the budget provides funds for the training of medical workers, as well as for the purchase and repair of medical equipment.
Committee members unanimously recommended that the regional parliament pass the bill in the first and second readings.
After this, the deputies heard information on the implementation of the Omsk Region Law of July 4, 2008 No. 1061-OZ “Code of the Omsk Region on the social protection of certain categories of citizens” in terms of providing social support measures to citizens with three or more children.
The reports of the relevant ministries listed federal and regional measures to support large families operating in the region. Among other things, they talked about benefits in the field of education, provision of medical care and social security, obtaining ownership of land plots for free, visiting cultural and leisure events and sports and health organizations, improving living conditions, purchasing or constructing housing, and others.
The implementation of the regional program to increase the birth rate in the Omsk region for 2023 - 2025, approved by order of the Government of the Omsk region dated June 28, 2023 No. 130-rp, was also considered. In particular, they discussed strengthening reproductive health, supporting young families, creating a value basis for increasing the birth rate, and more.
Next, the committee members moved on to discuss the issue of the activities of the Tyukalinsk Central Regional Hospital. The regional Ministry of Health provided information on the structure of the institution, the supply of medical personnel, and the material and technical equipment of the organization.
During the work, the deputies approved the work plan of the Legislative Assembly Committee of the Omsk Region on social policy for 2025, got acquainted with information about draft federal laws and appeals from legislative (representative) bodies of state power of the constituent entities of the Russian Federation and appeals from citizens received by the committee in November - December 2024 .
