Among other issues on the agenda, special attention was tied to a package of laws related to the regional budget. In particular, deputies discussed the draft law of the Omsk region No. 621-5 "On the regional budget for 2015 year and for the planning period 2016 and 2017." Parameters of the regional budget in 2015 income will amount to 68.15 billion rubles; for expenses 73.60 billion rubles. The draft law has been finalized taking into account the comments and suggestions made by committees of the regional parliament, the conclusions contained in the consolidated conclusion Committee on Financial and Budgetary Policy. The bill was adopted in the first reading.
Immediately in the first and second readings, draft law of the Omsk region No. 639-5 was adopted "On amendments to the Law of the Omsk Region "On the regional budget for 2014 and for the planning period 2015 and 2016." It provides for an increase in income regional budget for 2014 by 1.1 billion rubles due to gratuitous receipts. There will be a redistribution allocations from the regional budget for the most significant areas, including the construction of buildings for preschool education; major repairs of courtyard areas of apartment buildings houses;
providing living quarters for orphans and children left without parental care; providing subsidies to carriers in order to ensure accessibility of transport services and agricultural to commodity producers for reimbursement of part of the costs of paying insurance premiums, etc. d.
In two readings the draft law of Omsk was also adopted region No. 618-5 "On amendments to the law of the Omsk region "On patent tax system." The amendments made to the law should ensure implementation of tax powers of the subject of the federation in terms of improving the application of this taxation system in the Omsk region. In order to increase economic attractiveness of the tax system and encouraging entrepreneurs to switch to using this tax regime in law is proposed update the amount of potential income taking into account application practice legislation and the current economic situation in the region.
The regional parliament adopted draft laws in two readings on amendments to the laws "On remuneration of employees of organizations financed from the regional budget"; "On the regulation of land relations in the Omsk region"; "About budget of the territorial compulsory medical insurance fund of the Omsk region for 2015 and for the planned period 2016 and 2017" and others.
