At the beginning the deputies considered the meeting and decided to recommend it to the Legislative Assembly accept in all readings presented by the Ministry of Finance of the Omsk Region draft law "On Amendments to Articles 3 and 9 of the Law of the Omsk Region "On the regional budget for 2019 and for the planning period 2020 and 2021 years." The bill was prepared in accordance with the requirements budget legislation and does not imply changes in the parameters of regional budget law for 2019-2021.

Provides make several changes to ensure funding for the costs of preparation and holding of by-elections to the Legislative Assembly Omsk region, as well as providing other interbudgetary transfers urban district of the city of Omsk, Omsk region for major repairs 169 apartment buildings in order to prepare for the XVI Interregional Forum in Omsk in 2019 cooperation between the Republic of Kazakhstan and the Russian Federation.

In the first reading, taking into account the comments and suggestions made, it was decided to recommend the regional parliament to adopt the draft law "On Amendments to the Law of the Omsk Region "On Chamber of Control and Accounts of the Omsk Region." Draft law determines the procedure for concluding agreements between representative authorities municipalities of the Omsk region with the Chamber of Control and Accounts of the Omsk region on the transfer to it of powers to implement external municipal financial control.
