First, the deputies discussed the main agenda item - "About draft law of the Omsk region No. 1556-7 "On the regional budget for 2023 and for the planning period 2024 and 2025 years" (preparation of a conclusion on the compliance of the submitted documents requirements of Article 12 of the Law of the Omsk Region "On the budget process in the Omsk region").

As the committee chairman noted Vadim Berezhnoy, draft law on the regional budget for the next three years and at the same time with it a package of materials and documents Government of the Omsk region submitted to the Legislative Assembly of the Omsk region on October 28, 2022 year in accordance with the law on the budget process. At the same time, I noticed colleagues on the fact that deputies of the Legislative Assembly took part in formation of the regional budget for the next three years within the framework of the budget commissions.



Along with the bill on regional budget, the main directions of budget and tax policy of Omsk were presented to the Assembly regions for 2023 and for the planning period 2024 and 2025; preliminary results of socio-economic development of the Omsk region for January - August 2022 year and expected results of socio-economic development of the Omsk region for 2022 year; socio-economic development forecast Omsk region for 2023 and for the period until 2025; forecast of main characteristics consolidated budget of the Omsk region for 2023 and for the planning period 2024 and 2025; explanatory note to the draft law "On the regional budget for 2023 and for the planning period of 2024 and 2025"; project regional law "On the budget of the territorial compulsory fund medical insurance of the Omsk region for 2023 and for the planning period 2024 and 2025"; passports of state programs of Omsk areas (projects of changes to the specified programs); techniques (draft methodologies) and calculations of the distribution of interbudgetary transfers from regional budget for 2023 and for the planning period 2024 and 2025 and others materials.

The chairman of the committee reported participants of the meeting that the documents and materials presented in the package with the draft regional budget were checked, and that their composition complies with the list established by law.



As a result, noting that the documents comply with the law, deputies of the financial and budgetary committee politicians decided to recommend that the chairman of the regional parliament send draft law to the committees of the Legislative Assembly of the Omsk region, others subjects of the right of legislative initiative, to the Control and Accounts Chamber of the Omsk areas for preparing opinions on the said bill, containing proposals for its acceptance or rejection, as well as comments and suggestions on the main indicators of the regional budget considered in the first reading.

It was also decided to invite the speaker Legislative Assembly to schedule public hearings on the project Law on the regional budget for 2023 and for the planning period 2024 and 2025 at 15:00 on November 17, 2022.

The second issue on the agenda was discussed by the deputies and approved the regulations for holding public hearings on the draft main financial document of the Omsk Irtysh region for 2023-2025 years.

Parliamentarians then considered and approved the committee's proposals for the plan work of the Chamber of Control and Accounts of the Omsk Region for 2023.
