Today, at the first plenary session of the autumn session, deputies of the regional parliament heard a message from the Governor of the Omsk Region to the Legislative Assembly, approved changes to the regional budget, considered draft laws aimed at developing social policy, regulating land relations, and other questions
The first part of the meeting took place in the conference hall of the government of the Omsk region, where the Governor of the Omsk region Viktor Nazarov delivered a message to the Legislative Assembly on the state of affairs in the Omsk region, outlining the main directions of the budgetary, economic and social policy of the Omsk region in 2015 .
Then the work of parliament continued in the meeting room of the Legislative Assembly. One of the first to be considered was the issue of early termination of powers of regional parliament deputy Olesya Grigorieva. Having discussed it, the Assembly decided to consider the powers of the deputy of the Legislative Assembly of the Omsk Region in a single regional electoral district from the electoral association "Omsk Regional Branch of the Political Party "Liberal Democratic Party of Russia" Olesya Viktorovna Grigorieva prematurely terminated on September 25, 2014 in connection with the indictment that entered into legal force by the court verdict. The resolution comes into force from the date of its adoption.
Also, among the first questions, the deputies heard and took into account the report of the member of the Federation Council of the Federal Assembly of the Russian Federation - representative from the Legislative Assembly of the Omsk Region Andrey Golushko.
During the meeting, bills important for the social and economic policy of the Omsk Irtysh region were discussed. Thus, in all The readings adopted the regional law “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2014 and for the Planning Period of 2015 and 2016”, which provides for clarification of the parameters of the law on income, expenses and sources of financing of the regional budget.
In accordance with it, budget revenues and expenses for 2014 and for the planning period of 2015 and 2016 are increasing. For 2014, additional budgetary allocations are planned, in particular, for the provision of social support measures for the payment of housing and communal services to certain categories of citizens, the provision of subsidies to reimburse part of the costs of small and medium-sized businesses associated with the implementation of activities to provide services to citizens, partially or fully those who have lost the ability to self-care and need constant outside care, providing subsidies to road carriers to ensure the availability of transport services, providing unrelated support in the field of crop production, construction and repair of highways and other expense items.
Several more important socially oriented laws were adopted in all readings. Among them is the law “On the cost of living of a pensioner in the Omsk region for 2015,” which provides for an increase in the cost of living of a pensioner in 2015 by 7.7% compared to 2014. And the law “On Amendments to the Law of the Omsk Region “On Protecting the Health of the Population of the Omsk Region”, according to which it is proposed, in particular, to supplement the powers of the Ministry of Health of the Omsk Region by creating conditions for organizing an independent assessment of the quality of service provision by medical organizations located in the Omsk Region .
Deputies considered two bills amending regional legislation relating to land relations. One of them – draft law No. 592-5 “On amendments to the Law of the Omsk Region “On the regulation of land relations in the Omsk Region”, presented by the Ministry of Property Relations of the Omsk Region. The bill proposes, in particular, to give the Government of the Omsk Region the authority to approve the procedure for carrying out activities to free land plots owned by the Omsk Region from unauthorized buildings and movable property established without legal grounds. It was decided to accept this bill for consideration.
The second is a revised draft law No. 590-5 "On amendments to Article 7.1 of the Law of the Omsk Region "On the regulation of land relations in the Omsk Region", prepared in order to more fully ensure the right of citizens with three or more children to receive free ownership of land plots. It was decided to adopt the bill in the first reading.
The revised draft law No. 588-5 “On the participation of citizens in the protection of public order in the Omsk region” was also adopted in the first reading. It is aimed at regulating relations. related to the organization of citizen participation in the protection of public order in the Omsk region. Determines the procedure for the creation and activities of regional and municipal headquarters for organizing interaction and coordination of the activities of people's guards, establishes a sample and procedure for issuing a certificate of a people's guard, samples of distinctive symbols of a people's guard, the procedure for providing benefits and compensation to people's vigilantes.
For consideration, the parliament adopted the draft law "On amendments to Article 3.1 of the Law of the Omsk Region "On state regulation of the retail sale of alcoholic beverages in the Omsk Region", providing for a ban on retail trade in low-alcohol tonic drinks in the Omsk Region areas.
