Speaker of the Parliament Alexander Artemov and Governor of the Omsk Region Vitaly Khotsenko during their working trips to Moscow discussed the formation of the main financial document of the Omsk Irtysh region. A lot of work is being done in the deputy corps, regional ministries and municipalities. 



On September 9, 2024, the draft regional budget for 2025 and its main expenditure items were considered at a working meeting of the Council of the Legislative Assembly of the Omsk Region chaired by Alexander Artemov with the participation of Deputy Chairman of the Government of the Omsk Region, Minister of Finance of the Omsk Region Vadim Chechenko. As the chairman of the Meeting noted at the time, " social obligations remain a priority when forming the main financial document of the Omsk Region.

The budget is the most important document that determines how the region will live in 2025. The most important thing that we managed to do in all previous years was to take into account all mandatory expenditure items of the regional budget. This vector will be preserved in the future.

Topics related to the economic development of the region and the implementation of national projects, which are important for budget formation, were discussed.

The main directions are outlined in the Message of Russian President Vladimir Putin. Today, the tasks that the country and the entire parliamentary corps face must be fulfilled."

The speaker also stressed: "The key directions of the region's development were determined by the Governor Vitaly Khotsenko. First of all, it is improving the quality of life and well – being of residents of the Omsk region, attracting investment to the Omsk Irtysh region, implementing state programs, developing industrial production through the creation of new technology parks, and developing agriculture.

At a meeting with the Minister of Finance of the Russian Federation Anton Siluanov in late August, Vitaly Khotsenko informed the head of the Federal Ministry of Finance about the implementation of the May decrees on wages of public sector employees and noted that the Omsk Region actively attracts and will attract all possible financial resources to fulfill the socio-economic tasks set by the President of Russia and implement development plans

One of the guidelines for working on the regional budget is traditionally the parameters of the draft federal budget for the next three-year period. The draft federal budget for 2025 and for the planned period of 2026 and 2027 was recently considered at a parliamentary hearing in the Federation Council of the Federal Assembly of the Russian Federation on October 7, 2024, under the leadership of Federation Council Chairman Valentina Matvienko.



She stressed that the President of Russia clearly outlined the priorities of the federal budget - social support for citizens, strengthening the defense capabilities, achievement of the goals of the special military operation, integration of the regions of Donbass and Novorossiya, support for the participants of the SVO and their families, as well as technological development of the economy and social sphere.

The hearing was attended by Vadim Berezhnoy, Chairman of the Committee on Financial and Budgetary Policy of the Legislative Assembly of the Omsk Region, and Vitaly Khotsenko, Governor of the Omsk Region. The head of the region made a report in which he focused on the issues of budget provision of the regions, the need to modernize the system of cancer care in the Omsk region, in particular, the construction of a new medical building.



Commenting on the event, Vadim Berezhnoy said: "The main report was delivered by the Minister of Finance of the Russian Federation Anton Siluanov. He noted that the draft federal budget for the next three years is aimed at financial support for the national development goals set by the President of Russia, and at creating resources for national projects. Anton Siluanov focused on important innovations in the social sphere, indexation of pensions and support for families with children, priority financing of healthcare and education, and ensuring technological leadership." 

The chairman of the finance and Budget Policy Committee of the regional parliament also said that, according to the Minister of Finance of the Russian Federation, 3.2 trillion rubles are allocated annually to support the regions, including about 1 trillion rubles for the implementation of national projects.

At the same time, Vadim Berezhnoy particularly noted Vitaly Khotsenko's speech at the hearing: "The Governor touched upon the issues of ensuring the balance of budgets of the constituent entities of the Russian Federation that are relevant for a number of Russian regions, where there is a significant difference between taxes collected and taxes remaining in the territories. Addressing these issues is particularly important given the national development goals set by the Russian President." 

It should be noted
that in a few weeks the draft law on the regional
budget for 2025 and for the planning period 2026-2027 will be submitted by the regional
government to the Legislative Assembly. At the end of October, it is planned to hold
