Draft regional law No. 534-5 “On amendments to the Law of the Omsk Region “On the regional budget for 2014 and for the planning period of 2015 and 2016”, presented by the Ministry of Finance of the Omsk Region, was adopted by deputies in all readings at once The need to adjust the main financial document of the Omsk region for the next three years was caused mainly by a change in the volume of gratuitous revenues to the regional budget in connection with their alignment with the Federal Law of December 2, 2013 No. 349-FZ “On the Federal Budget for 2014”. year and for the planning period of 2015 and 2016." Clarification of gratuitous revenues is provided, in particular, for the construction and reconstruction of highways, for the implementation of a monthly cash payment assigned in the event of the birth of a third child or subsequent children until the child reaches the age of three years, for providing housing for certain categories of citizens and other articles.
In addition, the bill takes into account the redistribution of budgetary allocations of the regional budget for equipping with equipment, carrying out major repairs of public health institutions in the Omsk region and support for young professionals who first started working in public health institutions in the Omsk region, co-financing expenses for the preservation, use and popularization of cultural heritage sites (historical and cultural monuments) owned by municipalities of the Omsk region, and other expenses. It is also planned to provide subsidies to local budgets for the organization of transport services for the population.
