The committees of the Legislative Assembly began discussing the regional budget for 2013 and for the planning period of 2014 and 2015. Today, the main financial document of the region was considered in first reading by the Committee on Agrarian Policy, Natural Resources and Ecology
Draft Law No. 396-5 “On the regional budget for 2013 and for the planning period of 2014 and 2015” was presented to the deputies by the Minister of Finance of the Omsk Region. She reported on the main parameters of the budget, including tax and non-tax revenues, gratuitous receipts from other budgets of the budget system of the Russian Federation and other indicators. For 2013, it is planned to increase the regional budget's own revenues. Among the priorities is a further increase in wages for public sector employees. It is planned to increase spending on healthcare, social policy and other expenditure items. The amount of funds for the social and cultural sphere is provided in the amount of 75% of the total budget expenditures. During the meeting, the main attention was paid to financing agriculture and environmental protection. The leadership of the Ministry of Agriculture and Food of the Omsk Region and the Ministry of Natural Resources and Ecology of the Omsk Region told the deputies about the intended allocations for these expenditure items. It was noted, in particular, that further implementation of a long-term target program for the development of agriculture and regulation of markets for agricultural products, raw materials and food in the Omsk region is envisaged. Having widely discussed the draft law, the committee decided to recommend that the Legislative Assembly adopt the draft law in the first reading.
