The regular meeting of the regional parliament that took place today began with a speech by the Speaker of the Legislative Assembly Vladimir Varnavsky, dedicated to the 20th anniversary of the Constitution of the Russian Federation. Deputies adopted the Law of the Omsk Region "On the regional budget for 2014 and for the planning period of 2015 and 2016", and also approved the budget of the territorial compulsory health insurance fund for the next three years and other laws

In his speech, the Chairman of the Legislative Assembly of the Omsk Region, Vladimir Varnavsky, said, in particular, the following: “20 years ago, a new era began in the history of Russian statehood. This was preceded by a complex process of constitutional construction from the Declaration of State Sovereignty to the dramatic events of September - October 1993. You remember that the Constitution was adopted “at the tide of history,” during a radical change in habitual life, stereotypes of thinking and behavior... Today, the events of those years, their political urgency and social significance are assessed differently. 1993 was a timely result of the compromise reached - this is a generally recognized fact."



Then, among the first issues on the agenda of the meeting, the regional parliament considered and decided to approve the Law of the Russian Federation on an amendment to the Constitution of the Russian Federation "On the Supreme Court of the Russian Federation and the Prosecutor's Office of the Russian Federation."
In the second mode During the reading, deputies discussed draft law No. 510-5 “On the regional budget for 2014 and for the planning period of 2015 and 2016”, having considered about fifty amendments received from the governor of the Omsk region and deputies of the Legislative Assembly. Most of the amendments are related to changes in federal legislation that provide for a new procedure for determining in 2014 the amount of interbudgetary transfer transferred from the budgets of the constituent entities of the Russian Federation to the budgets of territorial compulsory health insurance funds. After extensive discussion of the amendments, the Legislative Assembly adopted the law as a whole.
The regional budget provides for the priority implementation of existing budget obligations and the implementation of a number of priority areas. The most important task is the unconditional fulfillment of legally established obligations for the payment of social benefits and compensation in the field of social protection of the population, the fulfillment of all social obligations.
The largest share in the structure of regional budget expenditures traditionally falls on such sectors as education, healthcare and social policy. One of the priorities is the construction of kindergartens. In 2014, it is planned to maintain the previously achieved level of social protection of citizens; the implementation of social support measures aimed at stimulating the birth rate and providing support to families in connection with the birth and raising of children will continue. It is planned to index the size of regional maternity capital and benefits for citizens with children. Funds are provided for reconstruction, repair, construction, material and technical support of social sphere facilities.
One of the main directions of social and budgetary policy of the Omsk region for 2014 is to ensure the solution of the tasks set in the Decrees of the President of the Russian Federation in May 2012, including including improving the well-being and increasing wages of public sector workers. A road fund for the Omsk region has been formed, and subsidies have been provided to municipalities of the Omsk region for co-financing capital investments in state (municipal) property.



In general, deputies adopted an important social law - “On the budget of the territorial compulsory health insurance fund of the Omsk region for 2014 and for the planning period of 2015 and 2016 ". The formation of the expenditure side of the fund's budget was carried out in such areas as ensuring the fulfillment of existing expenditure obligations and ensuring the implementation of the rights of citizens in terms of receiving necessary medical care. The main expense item of the fund is financing the territorial compulsory health insurance program in the Omsk region.
Among other laws considered and adopted at the meeting is the regional law “On certain issues of supporting small and medium-sized businesses in the Omsk region.” It was prepared in connection with the adoption of Federal Law No. 144-FZ "On amendments to certain legislative acts of the Russian Federation in connection with improving the procedure for the alienation of real estate that is state-owned by constituent entities of the Russian Federation or municipally owned and leased by small and medium-sized businesses " regarding the exclusion of the rule on the maximum area of ​​​​real estate owned by the Omsk region or municipal property and acquired by small and medium-sized businesses when exercising the preemptive right to purchase leased property.
Deputies also adopted several bills for consideration. These include the draft law “On Amendments to Articles 5.1 and 22 of the Law of the Omsk Region “On Elections to Local Government Bodies of the Omsk Region”, developed in order to bring the regional law into compliance with the Federal Law of November 2, 2013 No. 303 “On Amendments” into separate legislative acts of the Russian Federation." This federal law excludes the rule concerning the mandatory use of the proportional electoral system in municipal elections of representative bodies of power of municipal districts, urban districts with 20 or more deputies. The draft law also clarifies the procedure for nominating candidates for single-mandate (multi-member) electoral districts during by-elections
