The agenda of the meeting included several dozen issues. The deputies considered and decided to adopt a resolution calling elections for the Governor of the Omsk Region. In connection with the early termination of powers of the Governor of the Omsk Region V.I. Nazarov, in accordance with subparagraph 8 of paragraph 1 of Article 38 of the Charter (Basic Law) of the Omsk Region, Article 5 of the Law of the Omsk Region “On the Election of the Governor of the Omsk Region”, the Legislative Assembly of the Omsk Region decided to schedule the election of the Governor of the Omsk Region for September 13, 2015.
The Parliament also reviewed and decided to approve the draft agreement presented by the Ministry of Economy of the Omsk Region between the Government of the Omsk Region of the Russian Federation and the Akimat of the Pavlodar Region of the Republic of Kazakhstan on the implementation of international and foreign economic relations in trade, economic, scientific, technical, environmental, cultural and other fields.
During the meeting, the deputies held a secret vote, as a result of which the Assembly adopted resolution on the appointment of Ivan Aleksandrovich Khodakov as a member of the Election Commission of the Omsk Region with the right of casting vote from the Legislative Assembly of the Omsk Region.
Modified regional laws providing for new tax benefits were adopted in the first reading. These are the laws of the Omsk region “On amendments to Articles 2 and 3 of the Law of the Omsk Region “On Organizational Property Tax” and “On certain issues of establishing a tax rate of 0 percent for individual entrepreneurs using a simplified taxation system and (or) a patent taxation system ".
In the second, final reading, the draft law "On Amendments to the Law of the Omsk Region "On the organization of major repairs of common property in apartment buildings located in the Omsk Region" was adopted, developed in accordance with Articles 173, 182 of the Housing Code RF and providing, in particular, for reducing to four months the period of entry into force of the decision to terminate the formation of a capital repair fund in the account of a regional operator and the formation of a capital repair fund in a special account in accordance with Article 173 of the Housing Code of the Russian Federation to ensure the sale by owners of premises in apartment buildings their rights.
For consideration, deputies adopted a bill aimed at further development of social policy in the Omsk region - “On amendments to the Code of the Omsk Region on social protection of certain categories of citizens.” The draft law determines that the types of activities aimed at solving social problems, the development of civil society in the Russian Federation, along with the types of activities provided for in Article 31.1 of the Federal Law “On Non-Profit Organizations”, carried out in accordance with the constituent documents of non-profit organizations and necessary for their recognition socially oriented are: 1) information, methodological and resource support for the activities of socially oriented non-profit organizations operating in the Omsk region; 2) collection, synthesis and analysis of information on the quality of service provision by social service organizations; 3) participation in activities for social adaptation of persons released from institutions of the penal system, as well as persons without a specific place of residence and occupation.
The bill “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2015 and for the Planning Period of 2016 and 2017”, submitted by the Ministry of Finance of the Omsk Region, was adopted in all readings. In accordance with the adopted law, budget revenues and expenses were increased by 2015. In particular, funding for such expenditure items as support for crop and livestock production, state support for municipal cultural institutions located in rural settlements, modernization of regional preschool education systems and other items was increased. The Legislative Assembly adopted a package of resolutions. resolution on the release from duties of a member of the Election Commission of the Omsk Region from the Legislative Assembly of the Omsk Region.
