At the plenary meeting held today, deputies of the regional parliament adopted laws on youth policy, on providing tax preferences to organizations transporting passengers on municipal and intermunicipal routes, on strategic planning and others. In addition, parliamentarians heard several reports, one of the main ones being the report of the governor of the Omsk region on the activities of the regional government in 2020.
On the agenda
Three reports were issued on the day of the parliamentary meeting. One of them is a report
Governor of the Omsk Region on the results of the activities of the Omsk Government
region in 2020 – was considered the first issue. Report of the head of the region

region in the implementation of national projects, touched upon the development of the agro-industrial complex, industrial
production, scientific and technological activities, business support, development
infrastructure. They also discussed the construction and renovation of kindergartens,
educational institutions, residential buildings and roads, attracting
investments and implementation of large projects.

Parliament's work on agenda items continued in the meeting rooms
Legislative Assembly. Deputies reviewed the mandatory public report of the Governor of Omsk
region, Chairman of the Government of the Omsk Region A.L. Burkova about the results
independent assessment of the quality of the conditions for the provision of services by organizations in the field of
culture, health, education, social services, which

sphere of youth policy, the procedure for interaction between government bodies
authorities and local governments on the implementation of youth
policy, issues of information support for the implementation of youth policy and

politics in the Omsk region. In addition, mechanisms have been identified
monitoring the implementation of youth policy in the Omsk region.
Special
attention was paid to the draft law "On additional social
support for orphans and children left without parental care,
on the territory of the Omsk region." "This is a very pressing issue that
worries many,” emphasized Vladimir Varnavsky. – The problem is extremely serious in
Omsk region and in Russia. Orphans have been waiting for housing for many years.

consideration, the regional parliament adopted a new draft law “On introducing
amendments to Article 3 of the Law of the Omsk Region "On State Policy
Omsk region in the housing sector", developed in order to clarify
separate powers of the Government of the Omsk Region. In particular, the powers to
determining cases of providing citizens with residential premises of a maneuverable fund
specialized housing stock of the Omsk region, establishing order
representing the interests of the owner of residential premises of the Omsk housing stock
region, approval of the procedure for the acquisition by owners of residential premises in
apartment buildings included within the boundaries of the complex development
residential areas, for an additional payment for residential premises of a larger area and (or)
residential premises having more rooms than the residential premises provided for them

introducing amendments to Article 3 of the Law of the Omsk Region "On Transport Tax"
benefits have been established for public transport transferred to use
natural gas. Namely: for three years they will be exempt from paying transport

and intermunicipal regular transport routes, in relation to
vehicles registered to them no earlier than January 1, 2021,
equipped for the use of natural gas as a motor fuel.
Tax benefits are planned to be provided only in relation to transport
means used for passenger transportation, year of manufacture
which coincides with the year of registration of vehicles on the specified
taxpayers, or those released a year earlier.
The law "On
strategic planning in the Omsk region" provides for the definition
procedure for implementing strategic planning in the Omsk region, including
number of participants in strategic planning in the Omsk region, their powers,
other issues within the framework of relations arising between participants in the strategic
planning in the process of goal setting, forecasting, planning and
programming the socio-economic development of the Omsk region.
Within
other issues were also discussed on the agenda, including draft laws “On
amendments to the Law of the Omsk Region "On Justices of the Peace of the Omsk
region", "On the protection of green spaces in populated areas of Omsk
