The first item on the agenda of the meeting, the deputies heard and took into account the report of the acting Governor of the Omsk Region Viktor Nazarov on the results of the activities of the Government of the Omsk Region in 2014. He spoke about the socio-economic situation of the Omsk region in 2014, as well as further plans and tasks that need to be implemented.
Then the parliament discussed a large package of bills and other issues. Among them is the issue of early dismissal from the post of Commissioner of the Omsk Region for Human Rights. Based on the voting results, the Legislative Assembly decided: to early dismiss Vasily Vasilyevich Pronnikov from the post of Commissioner of the Omsk Region for Human Rights on the basis of his written application for resignation from June 1, 2015.
In all readings, deputies adopted the laws “On establishing restrictions in the sphere of retail sales of non-alcoholic tonic drinks in the Omsk region”, “On introducing amendments to certain laws of the Omsk region” and others. The last of these laws provides, in particular, for bringing the provisions of the Omsk Region Code on social protection of certain categories of citizens in accordance with the provisions of Article 154 of the Housing Code of the Russian Federation, which includes in the structure of payments for residential premises and utilities for owners of premises in an apartment building a capital contribution repair of common property in an apartment building. As noted in the explanatory note to the document, “due to the fact that the contribution for major repairs is included in the structure of payments for residential premises and utilities, measures of social support for certain categories of citizens for payment of housing and communal services, provided for by the Code, should be provided to citizens with taking into account the payment of the contribution for major repairs."
During the meeting, the regional parliament adopted in the first and second, final reading the draft law "On the execution of the budget of the territorial compulsory health insurance fund of the Omsk region for 2014." In addition, the bill “On Amendments to the Law of the Omsk Region “On the Budget of the Territorial Compulsory Health Insurance Fund of the Omsk Region for 2015 and for the planning period of 2016 and 2017” was adopted in all readings, according to which the size of the normalized safety stock was increased in 2015 year, and also introduced an interbudgetary transfer from the Federal Compulsory Health Insurance Fund to the territorial fund for one-time compensation payments to medical workers in 2015. Deputies decided to adopt bills aimed at stimulating investment in the economy of the Omsk region and supporting entrepreneurs. including the draft law "On certain issues of establishing a tax rate of 0 percent for individual entrepreneurs using a simplified taxation system and (or) a patent taxation system", the development of which is due to the need to create conditions to encourage citizens to engage in entrepreneurial activity and support individual entrepreneurs engaged in real sector of the economy.
