On January 28, 2021, at the first plenary meeting of the Legislative Assembly of the Omsk Region in the spring session, deputies of parliament considered about three dozen issues, discussing work plans, innovations in tax legislation, in the development of the construction industry, regulation of retail sales of alcoholic products, changes in the procedures for holding referendums, distribution of permits for the extraction of hunting resources and other information.
Opening
meeting, Chairman of the Legislative Assembly of the Omsk Region Vladimir
Varnavsky invited his colleagues to discuss the agenda and begin consideration
questions included in it.
Among
the first included bills proposed for discussion in the second mode,
final, reading. In particular, the deputies analyzed and decided to adopt
in general, the draft law “On Amendments to the Law of the Omsk Region “On
referendum of the Omsk region" and the Law of the Omsk region "On local
referendum in the Omsk region."
The essence
changes to these laws is that, as the developers explain, it provides
the possibility of making a decision to postpone voting at the Omsk referendum
region, a local referendum upon the introduction of a high alert regime or
emergency situation, as well as the opportunity to vote within a few
days in a row, filing an application for
voting outside the voting premises through the federal state
information system "Unified portal of state and municipal
services (functions)" for voters with limited mobility.
Separate
Deputies paid attention to the package of bills relating to tax
legislation. So, after a short discussion, the project was accepted for consideration
Law "On Amendments to the Law of the Omsk Region "On Patent
taxation system", prepared, according to the authors, in connection with
amendments to the Tax Code of the Russian Federation, which were introduced into the Code by the Federal
Law of November 23, 2020 No. 373-FZ.
"Project
regional law is aimed at creating favorable conditions for ensuring
comfortable transition of individual entrepreneurs (IP) to the patent system
taxation (PSN) in connection with the abolition of the system from January 1, 2021
taxation in the form of a single tax on imputed income (UTII)", -
noted in the explanatory note.
Bill
It is proposed, in particular, to adjust the size of the potential
receipt by an individual entrepreneur of annual income by type of business
activities for which it is possible to apply PSN, taking into account the rights of individual
entrepreneurs to reduce the amount of tax by the amount of insurance paid
contributions. The draft law is aimed at maintaining the level of tax burden on PSN
at the UTII level. After the adoption of the law in the Omsk region, PSN can
will apply to 87 types of activities.

“We accept the bill for consideration,” said Speaker Vladimir Varnavsky,

certain issues of establishing a tax rate of 0 percent for
individual entrepreneurs using a simplified taxation system

economic activities for which a reduced
tax rate of 0 percent on tax paid in connection with
using PSN.
The bill was adopted in the first and second, final readings,

to which an investment project for the implementation of housing and other construction
(except for investment projects that meet the requirements of article
46.4 of the Town Planning Code of the Russian Federation) provides, in particular, for ensuring
preparation and approval of documentation for territory planning, construction and
commissioning on a leased land plot (leased land
plots) in total not less than 200 thousand square meters of residential area
premises, transfer of ownership to the Omsk region of at least 10 percent of
total area of residential premises, the construction of which is planned
investment project.
As Vladimir Varnavsky emphasized, this law
"creates the basis for further effective work of the Governor and the Government
Omsk region to attract large investors to the territory of the Omsk region. Speech

public hunting grounds of the Omsk region. This is the draft law "On
introducing amendments to Article 5 of the Law of the Omsk Region "On Hunting and
conservation of hunting resources in the Omsk region",
involving the use
a unified identification system when filling out an application electronically to
regional portal of state and municipal services of the Omsk region, and
also retaining the possibility of submitting an application in person or through
a representative whose powers are confirmed by a power of attorney.

bills were considered at the meeting for the first time. Among them is a draft law
"On amendments to Articles 2 and 3 of the Law of the Omsk Region "On
state regulation of retail sales of alcoholic beverages in
territory of the Omsk region." It clarifies the powers of the executive bodies
authorities of the Omsk region in this area of regulation. This is done on the basis
Federal Law of December 22, 2020 No. 436-FZ, which, in particular,
adjusts the list of documents provided by alcohol participants
market for obtaining licenses in the field of alcohol products, including
licenses for its retail sale.
