Today, the Committee on Economic Policy and Investments of the Legislative Assembly of the Omsk Region held a round table on the topic "On issues related to the overhaul of apartment buildings in the Omsk Region."
Discuss
topical issues of carrying out major repairs of apartment buildings were invited
representatives of the Ministry of Construction and Housing and Communal Complex
Omsk Region, Ministry of Finance of the Omsk Region, State Housing
Inspectorate of the Omsk Region, Main State Legal Department of the Omsk
region, prosecutor's office of the Omsk region, local government bodies,
non-profit organization "Regional fund for capital repairs of apartment buildings"
homes", public organizations and
media.
Opening
event, chairman of the regional economic policy and investment committee
Parliament Dmitry Shishkin noted that issues of major repairs
apartment buildings are one of the priority areas in the committee’s work. He reminded the audience that

The Legislative Assembly in July 2013 adopted the regional law “On
organizing major repairs of common property in multi-apartment buildings
houses located in the Omsk region." The law is regularly improved,
taking into account changes in federal legislation and application practice.
Conceptually
outlining the pressing issues that exist when organizing a major capital
repair of common property of apartment buildings, the chairman of the committee called

detailed reports were presented by the Ministry of Construction and Housing and Communal Services

2014-2043. Information was provided on measures taken to ensure quality
services provided and overhaul work performed, including implementation

for the provision of services and (or) performance of work on major repairs of common property
in an apartment building and the procedure for purchasing goods, works, services in
for the purpose of performing the functions of a specialized non-profit organization,
carrying out activities aimed at ensuring the implementation
capital repairs of common property in apartment buildings." And also about
implementation of the powers of the State Housing Inspectorate of the Omsk Region in the field of
overhaul of the common property of apartment buildings located on the territory
Omsk region.
Currently
time within the framework of the implementation of the regional capital repair program has been completed
work on more than 1,460 apartment buildings and is ongoing at 131 apartment buildings
home. However, there are a number of problems associated with organizing

lengthy procedure for selecting contractors, raised questions about the timing
execution of work, preparation of design and estimate documentation, dynamics of contributions
for major repairs, a shortage of funds in the fund, the absence of a clear transfer procedure
documents and information related to the formation of a capital repair fund, relationships
home owners with management companies and the Regional Fund

federal legislation of the general procedure for monitoring technical
state of houses, which would provide for the powers of government bodies
authorities and local self-government, mechanisms for financing such monitoring. Except

representatives of public organizations took an active part in the work
"round table". They posed specific questions and made various

high-quality performance of their quality control responsibilities
and timing of provision of services and performance of work by contractors and
compliance of such works (services) with the requirements of the design organization.
The result
The event was the adoption of the recommendations of the round table. In particular,
in order to increase the effectiveness of measures aimed at organizing
capital repairs of common property of apartment buildings, to the Legislative Committee
Meetings of the Omsk region on economic policy and investment are recommended for
results of monitoring the enforcement of legislation regulating issues
organizing major repairs of common property, continue work
to improve legislative and other regulatory legal acts of the Omsk
areas. The government of the Omsk region was asked to approve the procedure for transferring documents
and information related to the formation of a capital repair fund, when
changing the method of forming the capital repair fund in accordance with
part 7 of article 173 of the Housing Code of the Russian Federation; procedure for making a decision to conduct
major repairs on issues provided for in paragraphs 1-4 of part 5 of the article
189 of the Housing Code of the Russian Federation, in the event of an accident or other emergency
situations of natural and man-made nature.
Completing
"round table", Dmitry Shishkin emphasized that those voiced during
the activities of the proposal will be systematized and taken into account by the committee in its
further work.
