The meeting was dedicated to the modernization of the education system of the Kalachinsky municipal district of the Omsk region.

On October 11, a visiting meeting of the Committee of the Legislative Assembly of the Omsk Region on Education, Science, Culture and Youth Policy was held in the Kalachinsky municipal district. The meeting was dedicated to the modernization of the education system of the Kalachinsky municipal district of the Omsk region.

A “wide range” of participants gathered to discuss current issues of modernization of education: representatives of the Ministry of Education of the Omsk Region, the administration and Council of the Kalachinsky Municipal District, the Public Chamber of the Omsk Region, the Omsk Regional Organization of the Trade Union of Public Education and Science Workers, the Council of Veterans of the Education System Kalachis district, school directors in the district, representatives of various organizations and institutions.



The meeting began with visiting the rural Starodubovskaya basic secondary school and gymnasium No. 1, located in the regional center, where the meeting participants were able to familiarize themselves with the activities of these institutions and find out how the education modernization program is being implemented here. Both institutions are equipped with computers and interactive whiteboards. The buildings have catering facilities and gyms. Gymnasium No. 1 has its own boiler room, substation, and swimming pool.
Then the plenary part of the meeting took place at the Resource Center of the education system of the Kalachinsky municipal district. Opening it, Deputy Chairman of the Legislative Assembly of the Omsk Region Committee on Education, Science, Culture and Youth Policy Sergei Modenov noted that the main goal of the retreat was to discuss the problems, practices and experience of the education system of the Kalachinsky region and determine ways to resolve key issues.
The first deputy head of the Kalachinsky district, Alexander Ryapolov, made a report on the socio-economic development of the region. First Deputy Minister of Education of the Omsk Region Tatyana Dernova spoke about the implementation of priority areas for modernizing the education system of the Omsk Region, and the Deputy Head of the District, Chairman of the Education Committee of the Administration of the Kalachinsky Municipal District Valentina Suslova summed up the interim results of the implementation of a set of measures to modernize education in the Kalachinsky District.
It was noted that the municipal education system of the district includes 42 institutions, including 14 preschool educational institutions and 21 secondary schools. The modernization of education in the region is carried out in accordance with the national project "New School" and a set of measures approved by the resolution of the Government of the Omsk Region. In addition, the district has adopted a departmental target program “Providing citizens living in the Kalachinsky municipal district with high-quality preschool, general, and additional education,” designed for 2011-2013. To date, contracts have been concluded and the supply of educational laboratory and computer equipment has been carried out (all schools have the ability to use the Internet), as well as equipment for school canteens and for the organization of medical care. Library funds were replenished, current and major repairs of schools were carried out. Access to education is ensured by the organization of daily transportation of schoolchildren to basic schools. All educational institutions have catering units for providing meals to schoolchildren. Significant funds have been allocated for the development of school infrastructure in order to ensure compliance with the requirements for sanitary and living conditions and health protection, and the implementation of measures aimed at energy saving.
The set of implemented measures made it possible to improve the quality of education in the field of subject achievements of schoolchildren, which is confirmed by the positive dynamics of the results of the Unified State Examination and the State Examination. Some schools in the district are already using distance learning technologies. A system of supporting talented youth is being implemented in the region. Scholarships are paid to excellent students, prize-winners and winners of regional sports festivals. It is also very important that the project stimulated an increase in wages not only for teachers, but also for all teaching staff in general education and preschool institutions. In general, in the Omsk region, during the modernization of education, the number of teachers with higher education increased, and 53 new institutions were opened. Measures to support young specialists are being implemented in the region, material, technical and financial support for the industry is being systematically carried out: computer equipment is being updated, library collections are being replenished, a hot meal system for schoolchildren is being developed and improved.



During the meeting There were many speeches. They talked about achievements in the field of education and some problems. In particular, about the problem of personnel, about the need for further equipment of gyms. There are questions about the maintenance and servicing of school transport. Specific proposals were made for the development of the industry. As a result, those present agreed that, despite the emerging issues, the modernization of education certainly makes it possible to improve the quality and accessibility of education. And this is the main result of the work done.
“The consideration of the issue on the agenda was quite constructive,” said Sergei Modenov, concluding the meeting. And he emphasized that the committee will make a decision based on the results of the meeting, taking into account the proposals made.
Note that visiting meetings of committees of the regional parliament have become a traditional form of work, allowing local assessments of how laws and programs are being implemented, what additional measures are needed based on the decisions of those or other questions.
