On October 22, 2020, the next plenary meeting of the regional parliament was held. Bills were introduced on it concerning the protection of public health, issues of drawing up a social contract, establishing a living wage for a pensioner, providing land plots free of charge, as well as introducing new tax benefits. The meeting was held via video conferencing.
Parliamentarians
reviewed more than 30 issues. First, bills introduced for
consideration in the second, final, reading mode. Among them is a draft law
"On Amendments to the Law of the Omsk Region "On Health Protection"
population of the Omsk region". The legal basis for making changes to
the current regional law served as the State Guarantee Program
free provision of medical care to citizens for 2020 and for the planned
period 2021 and 2022, approved by the Decree of the Government of the Russian Federation

During all readings, the deputies decided to adopt the draft law “On the subsistence minimum
pensioner in the Omsk region for 2021." It provides, in particular,
establishing the pensioner's subsistence level (PMP) at 8,932 rubles
Omsk region for 2021 in connection with clarification by the Ministry of Economic
development of the Russian Federation, forecast value of PMP as a whole for the Russian Federation for 2021
year corresponding to the base version of the forecast project
socio-economic development of the Russian Federation for the medium term.
"On
last meeting there was a serious discussion of this issue, when the cost of living
the pensioner’s minimum was considered according to a different calculation scheme,” the chairman noted
Legislative Assembly of the Omsk Region Vladimir Varnavsky. – The government has revised
scheme... and today we are increasing the cost of living of a pensioner in the Omsk region.
With acceptance of this
law, we will significantly increase the number of pensioners receiving
additional money from the budget"
Also in
All readings adopted the draft law "On Amendments to Articles 69 and 70
Code of the Omsk Region on Social Protection of Certain Categories of Citizens".
It assigns to the government of the Omsk region the authority to establish the form
social contract and determining the amount of state social assistance.
Parliamentarians
adopted another socially significant law. “This is a very important law,” emphasized
speaker of the regional parliament. – We are expanding the list of categories of citizens who
can receive land plots free of charge." We are talking about the regional law
"On Amendments to the Law of the Omsk Region "On the Regulation of Land
relations in the Omsk region", developed in accordance with the list
instructions of the President of the Russian Federation on the modernization of primary care
health care.
The point is that the list is being clarified
specialties, the replacement of which at the main place of work gives citizens
the right to provide land plots for free use
the territory of the corresponding municipalities of the Omsk region, in part
supplementing it with specialties of employees of medical organizations. In addition, it is specified
list of municipalities of the Omsk region, on the territory of which
land plots are provided for free use
citizens for individual housing construction for a period of no more than
six years.
The whole package
documents discussed at the meeting related to the introduction of new and extension
existing tax benefits for business, as well as the creation of additional
conditions for attracting investment to the Omsk region. Yes, new tax
preferences are established for organizations that have entered into
agreement on the implementation of a corporate program to increase competitiveness
with the Ministry of Industry and Trade of the Russian Federation, for management companies
industrial (industrial) parks, agro-industrial parks, industrial
technology parks (Parks) and residents of Parks, for organizations -
residents of the special economic zone in accordance with the federal
legislation.
In addition, in order to increase the investment attractiveness of Omsk
region and implementation of the Federal Law of April 1, 2020 No. 69-FZ "On
protection and promotion of investment in the Russian Federation"
it is planned to establish powers
Government of the Omsk region to regulate relations arising in connection with
making investments on the basis of an agreement on protection and promotion
capital investments.
Besides
this is expected to be implemented by the executive authorities of the Omsk region
property support for self-employed citizens, extension until January 1, 2024
validity period in the Omsk region tax rate of 0
percent for first-time registered individual entrepreneurs using the simplified system
taxation and (or) patent taxation system.
Planned to extend
next year minimum rates for taxpayers with an object
taxation “income” – 1%,
for taxpayers with the object of taxation "income,
reduced by the amount of expenses" - 5%. It is planned to extend the reduced reduction established for 2020 for another 2021
tax rate of 1.1% for property tax in relation to individual
categories of taxpayers who were most affected by
the spread of the new coronavirus infection.
Other bills were discussed during the meeting: "From
amendments to the Law of the Omsk Region "On the empowerment of local bodies
self-government of municipal districts of the Omsk region by state
authority in the field of supporting agricultural production", "On amendments to Article 16
Law of the Omsk region "On the state policy of the Omsk region in the housing sector."
The last of these bills was prepared on
based on the federal law "On Amendments to Article 7 of the Federal
Law "On the organization of provision of state and municipal
services", according to which bodies and institutions providing
state and municipal services, has no right to demand from the applicant
certificates of state registration of acts of civil status issued
civil registration authorities of the Russian Federation. The right to claim is preserved
only in relation to certificates of state registration of civil acts
status issued by the competent authorities of a foreign state.
