The next plenary meeting of the Legislative Assembly took place. Deputies reviewed draft laws in the field of regulation of tax benefits, land relations, passenger transportation, compulsory health insurance and other bills. In the second, final reading, a package of laws was adopted: “On amendments to the Law of the Omsk Region “On the regulation of land relations in the Omsk Region”, “On amendments to the Law of the Omsk Region “On the organization of major repairs of common property in apartment buildings located on the territory of the Omsk Region", "On the procedure for approving the proposal of the Prosecutor General of the Russian Federation on the appointment to the position of prosecutor of the Omsk Region" and others.
Several laws adopted at once relate to the field of transport. This is the law “On Amendments to Articles 3 and 4 of the Law of the Omsk Region “On Highways and on Road Activities in the Omsk Region”, which addresses issues of regulating the movement of heavy and large vehicles and vehicles transporting dangerous goods on highways. part of the clarification of the terminology and powers of the executive authorities of the Omsk region. And the new regional law - “On the organization of regular transportation of passengers and luggage by road and urban ground electric transport in municipal and intermunicipal traffic, by water transport in suburban and intermunicipal traffic and by rail. in suburban traffic on the territory of the Omsk region", developed in connection with the adoption of the federal law.
Let us recall that the Legislative Assembly of the Omsk region adopted the corresponding bill for consideration on October 29, 2015. Then the project was widely discussed in the relevant committee of the regional parliament, at various " round tables" held with the participation of government officials and carriers. As a result, the document was finalized and adopted taking into account the comments and suggestions of interested parties. As the speaker of the regional parliament Vladimir Varnavsky noted today, commenting on the adoption of the law, the bill was comprehensively discussed at various levels. “Everyone who wanted to participate in its discussion took part and contributed their proposals to it,” he said. “This is an expected law from the point of view of its practical implementation... Our law is awaited with special hope in remote villages. People must clearly understand how regular passenger transportation will be, whether the previously operating route network will be completely restored, and whether they will see themselves in it.” It is expected that the implementation of the law will contribute to the development of the market for regular transportation of passengers and luggage by road along municipal and intermunicipal routes, and the development of transport infrastructure.
The agenda of the meeting included other socially significant bills. Among them, the draft law “On Amendments to Certain Laws of the Omsk Region in Connection with the Adoption of the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on Social Protection of Persons with Disabilities in Connection with the Ratification of the Convention on the Rights of Persons with Disabilities,” adopted today in the first reading. It is expected that its implementation will create additional conditions in the Omsk region for the implementation of established civil rights by disabled people. Deputies also discussed the draft law “On the budget of the territorial compulsory health insurance fund of the Omsk region for 2016,” according to the document, the main item of expenditure of the territorial compulsory fund. medical insurance of the Omsk region for 2016 is the financing of the territorial compulsory health insurance program (99.5% of the total amount of planned expenditures of the fund’s budget). The bill was decided to be accepted for consideration. The draft law “On Amendments to the Law of the Omsk Region” was adopted in all readings. budget of the territorial fund of compulsory medical insurance of the Omsk region for 2015 and for the planning period of 2016 and 2017", providing for an increase in the income and expenses of the fund for 2015.
New draft laws were also considered, in particular, "On amendments to the article 2 of the Law of the Omsk Region “On Investment Tax Credit” and “On Amendments to the Law of the Omsk Region “On Certain Issues of Establishing a Tax Rate of 0 Percent for Individual Entrepreneurs Using a Simplified Taxation System and (or) a Patent Taxation System.” The first of these draft laws was developed in order to improve the quality and accessibility of the results of the provision of public services for the provision of investment tax credits for corporate income tax in terms of the amount subject to credit to the regional budget and for regional taxes.
The second - in connection with changes in federal legislation: Law No. 232-FZ granted subjects of the Russian Federation the right to establish “tax holidays” in the form of a tax rate of 0 percent for individual entrepreneurs using a simplified taxation system and (or) a patent taxation system and those carrying out entrepreneurial activities in the field of consumer services (currently, the specified tax rate can be established for production, social and (or) scientific fields of activity). It was decided to accept these bills for consideration.
After the plenary session of the regional parliament, a meeting of the Legislative Assembly Committee on Agrarian Policy, Natural Resources and Ecology was held. Members of the committee discussed the draft law “On the regional budget for 2016”, expressing their comments and suggestions, and decided, in particular, to recommend that the Assembly adopt the bill in the first reading. In addition, in the first reading, taking into account comments and suggestions, it was decided to recommend that the regional parliament adopt a draft law establishing Gardener’s Day in the Omsk region.
