The Legislative Assembly of the Omsk Region announces the acceptance of documents for participation in the competition to fill the vacant position of the state civil service of the Omsk Region of the chief specialist in the sector for citizens' appeals of the support department of the apparatus of the Legislative Assembly of the Omsk Region
1. Qualification
requirements
To persons applying for a vacant position
State Civil Service of the Omsk Region, chief specialist of the sector for citizens' appeals management
ensuring the apparatus of the Legislative Assembly of the Omsk region
(hereinafter referred to as the chief specialist)
The following requirements apply:
2.1.1. having a higher education or
secondary vocational education in areas of training (specialty)
professional education "State
and municipal administration", "Jurisprudence",
"Philology" or other
direction of training (specialty), for which the legislation on
education of the Russian Federation has established compliance with this direction
training (specialty) specified in the previous lists of professions,
specialties and areas of training;
2.1.2. without
presentation of qualification requirements for state civil service experience
service of the Russian Federation or work in the specialty, area of training;
2.1.3. availability
the following knowledge necessary to perform job duties:

basic knowledge and skills:
1) knowledge of the state language of the Russian Federation (Russian);
2) knowledge of the basics:

carried out by the Legislative Assembly of the Omsk region (hereinafter referred to as the Legislative
Meeting);

Chief Specialist
must have the following
functional knowledge and skills.
Knowledge:
1)
procedures for preparing official documents;
2)
procedures for considering appeals, letters, requests from government agencies
authorities and local government, organizations, institutions and citizens;
3)
procedures for interaction with other divisions of the Legislative Assembly,
state authorities, local governments,
organizations, institutions.
Skills:
a) processing of official documentation;
b) preparing official letters, including responses to requests
state bodies, local governments, organizations,
institutions and citizens within the prescribed period;
c) preparation of analytical, information and other
materials.
2. Main job responsibilities, rights
and liability for non-fulfillment
(improper performance) of official duties
3.1. The chief specialist performs the following
job responsibilities:
3.1.1. registers incoming requests, other
documents on citizens' appeals in accordance with the Regulations for working with
documents in the Legislative Assembly of the Omsk region;
3.1.2. organizes work on timely delivery
documents on citizens' appeals to
in accordance with the Regulations for working with documents in the Legislative Assembly
Omsk region;
3.1.3. participates in organizing personal reception of citizens;
3.1.4. participates in the preparation of quarterly
information and reference materials on completed applications
citizens;
3.1.5. is working to provide the Administration with
President of the Russian Federation information on the results of consideration of applications
citizens and organizations, as well as measures taken on such appeals, in
in accordance with the provisions of the Decree of the President of the Russian Federation of April 17
2017 No. 171 "On monitoring and analysis of the results of consideration
appeals from citizens and organizations";
3.1.6. carries out in accordance with the approved
nomenclature of files preparation and transfer of documents to the archive for storage;
3.1.7. carries out instructions from the head of the sector.
To perform
assigned duties, the chief specialist has the right:
3.3.1. request and receive in due course
from structural divisions of the Legislative Assembly apparatus information,
necessary for the proper performance of their official duties;
3.3.2. participate in the development of regulatory legal
acts of the Legislative Assembly on the activities of the sector;
3.3.3. advise staff members
Legislative Assembly and other interested parties to consider
citizens' appeals;
3.3.4. use systems in your activities
communications, office equipment and other technical means available in the Legislative
Meeting;
3.3.5. improve your skills, pass
retraining at the expense of the regional budget, participate in competitions for
filling vacant positions in the state civil service;
3.3.6. exercise other rights established
federal and regional legislation on the state civil service.
The chief specialist carries out
rights provided for by
Article 14
Federal Law "On
state civil service of the Russian Federation."
Chief specialist for
failure to perform or improper performance of official duties
responsibilities may be brought to
liability in accordance with the legislation of the Russian Federation.
3. Terms of remuneration
Monetary content of the main
specialist consists of:
official
salary;
additional payments:
1) monthly bonus to official salary for
length of service in the state civil service is determined by length of service
state civil service:
from 1 to 5 years – in the amount of 10 percent of the official salary
salary;
from 5 to 10 years – 15 percent of the official salary;
from 10 to 15 years – 20 percent of the official salary;
over 15 years – 30 percent of the official salary;
2) monthly bonus to official salary for
special conditions of the civil service - 100 percent of the official salary;
3) bonuses for completing particularly important and complex tasks
in accordance with the provisions approved by the employer's representative
(maximum size is not limited);
4) monthly cash incentive - in the amount of 50
percent of official salary;
5) one-time payment upon provision
annual paid leave and financial assistance;
6) other payments provided for by law.
4. Official regulations of the Legislative Assembly
Omsk Region
The start of the working day is 08.30;
- break for rest and food - from 13.00. until 14.00;
- end of the working day – 17.45 hours.
(on Fridays – 16.30 hours);
- days off – Saturday, Sunday.
5. Other guarantees
provided by law
Providing annual leave with preservation
position to be filled and salary (basic and additional for
length of service and (or) for irregular working hours).
The duration of the main paid leave is 30 calendar days.
Duration
additional paid leave for long service is calculated in accordance with
with part 5 of article 46 of the Federal Law "On State Civil
service of the Russian Federation".
If it is established
representative of the employer for irregular working hours to the chief specialist
additional paid leave is provided for irregular work
day in the amount of 3 calendar days.
Citizen of the Russian
Federation, who has reached the age of 18 and speaks the state language
of the Russian Federation, who has expressed a desire to participate in the competition, represents in
Legislative Assembly of the Omsk Region:
a) personal statement
the name of the Chairman of the Legislative Assembly of the Omsk region with a request for
entry into the civil service and filling a civil service position;
b) a personally completed and signed application form,
the form of which is approved by the Government of the Russian Federation on May 26, 2005
year No. 667-r, with photo attached;
c) a copy of the passport or an equivalent document
(the corresponding document must be presented in person upon arrival at the competition);
d) documents confirming the necessary
professional education, work experience and qualifications:
- a copy of the work book (except when
official (labor) activity is carried out for the first time), certified
notary or personnel service at the place of work (service), or other documents,
confirming the labor (service) activity of a citizen;
- copies of education documents
and qualifications, as well as, at the request of the citizen, copies of documents confirming
advancement or assignment of qualifications based on the results of additional
professional education, documents on awarding an academic degree, academic
titles certified by a notary or the personnel service at the place of work (service);
e) insurance certificate
compulsory pension insurance, with the exception of cases when official
(labor) activity is carried out for the first time;
e) certificate of
registration of an individual with the tax authority at the place of residence at
territory of the Russian Federation;
g) military documents
registration - for citizens in the reserves and persons subject to conscription for military service
service;
h) information about income,
on property and property-related obligations;
i) document on
the citizen does not have a disease that prevents him from enrolling in civilian
service or its completion (medical report in form No. 001-GS/u,
approved by order of the Ministry of Health and Social Development of Russia dated December 14, 2009 No.
984н);
j) information,
provided for by
Article 20.2
Federal Law "On the State Civil Service of the Russian Federation"
Federation";
k) certificate of availability
(lack of) criminal record.
Civil servant holding a position
state civil service of the Omsk region in the apparatus of the Legislative
Assembly of the Omsk region, who has expressed a desire to participate in the competition, submits
application addressed to the employer's representative.
Civil servant holding a government position
civil service in another government body who has expressed a desire
participate in the competition, submit an application addressed to the Chairman
Legislative Assembly of the Omsk Region and personally filled out and
a signed application form in the above form, certified by the personnel service
government body in which the civil servant holds a position, with
photography application.
In accordance with Part 1 of Article 20 of the Federal
Law "On the State Civil Service of the Russian Federation"
When entering the state civil service, a citizen submits
the employer's representative information about his income, property and
obligations of a property nature, as well as income, property and
property obligations of family members.
