Today a meeting of the Legislation Committee took place. It considered a bill on the participation of citizens in the protection of public order and other issues
Among the first questions, the deputies discussed the revised draft law No. 588-5 “On the participation of citizens in the protection of public order in the Omsk region” and decided to recommend that the Legislative Assembly adopt it in the first reading. The bill is aimed at regulating relations related to the organization of citizen participation in the protection of public order in the Omsk region. It determines the procedure for the creation and activities of regional and municipal headquarters for organizing interaction and coordination of the activities of people's guards, establishes a model and procedure for issuing a certificate of a people's guard, samples of the distinctive symbols of a people's guard, the procedure for providing benefits and compensation to people's guards. For consideration, the committee decided to recommend that the regional parliament adopt the draft law “On Amendments to Articles 4 and 20 of the Law of the Omsk Region “On the Status of a Deputy of the Legislative Assembly of the Omsk Region”, prepared in order to bring regional legislation into line with federal legislation. In connection with the changes Federal Law "On the procedure for forming the Federation Council of the Federal Assembly of the Russian Federation" it is possible to combine the exercise of powers of a member of the Federation Council of the Federal Assembly of the Russian Federation and a deputy of the legislative (representative) body of state power of a constituent entity of the Russian Federation without interruption from their main activities in the Federation Council of the Federal Assembly of the Russian Federation if all deputies of the specified bodies were elected in single-mandate electoral districts. Deputies also heard and took into account information on changes in federal legislation from July 1 to September 5, 2014 in the areas of the committee’s activities; on draft federal laws and appeals from legislative (representative) bodies of state power of the constituent entities of the Russian Federation. , received by the committee in July-September 2014.
