During the meeting, the committee considered several issues. The first is about the draft law of the Omsk region No. 379-5 “On amendments to certain laws of the Omsk region on issues of regional state control (supervision) and municipal control.” The draft law was developed with the aim of bringing a number of regional laws into compliance with Federal Law No. 93, which amended the names of the types of state control (supervision) and municipal control and the procedure for its implementation in the relevant areas of activity. It is proposed to make corresponding changes to the laws of the Omsk region "On environmental protection in the Omsk region", "On the state policy of the Omsk region in the housing sector", "On the regulation of forest relations in the Omsk region", "On energy saving and increasing energy efficiency in the Omsk region" . In addition, the draft law establishes the procedure for interaction between the executive body of the Omsk region, which carries out regional state housing supervision, and the local government bodies of the Omsk region, which carry out municipal housing control. Deputies decided to recommend this draft law, finalized taking into account the proposals and comments of the governor of the Omsk region, to the Legislative Assembly in the first and second readings.
Deputies also considered the issue of developing a draft law for the Omsk region, providing for the introduction of a patent tax system in the territory of the Omsk region. This issue was discussed in connection with the entry into force of Federal Law No. 94 “On Amendments to Parts One and Two of the Tax Code of the Russian Federation and Certain Legislative Acts of the Russian Federation” on January 1, 2013. Having considered the issue in detail, the committee considered it necessary to develop a corresponding bill, and also took note of the information on the preparation by the Ministry of Economy of the Omsk Region of the draft law “On the patent system of taxation in the Omsk Region.”
Among other issues, the deputies heard and took into account the report of the Control Committee - the Accounts Chamber of the Omsk Region on the results of an audit of the state institution of the Omsk Region "Department of Road Facilities of the Omsk Region" on the issue of targeted and effective use of regional budget funds allocated for the performance of functions in 2011.
