On September 30, the Committee on Economic Policy and Investment held a round table meeting. The current topic “On certain issues of management of apartment buildings in the Omsk region. Status, problems, ways of improvement” was chosen for discussion.
Together with deputies of the Legislative Assembly, representatives of the government of the Omsk region, local government and federal structures in the field of supervision over the provision of housing and communal services to the population, deputies of the City Council, heads of management companies and homeowners, and social activists took part in it.
Among the problems brought up for public discussion, in particular, the issues of forming a capital repair fund for common property, methods of direct management of an apartment building by premises owners, measures of social support for consumers of housing and communal services, and protection of citizens' rights in the housing sector were considered. , state and public control over the provision of housing and communal services.
Participants in the round table made proposals that it is necessary to expand the powers of state housing supervision bodies and municipal housing control bodies on the entire range of issues arising from management of an apartment building; strengthen administrative measures for violation of requirements in the housing and communal services sector; establish liability for failure to comply with the rules for maintaining the property of an apartment building by homeowners; legislate the procedure for exercising public control in the development and implementation of targeted programs for carrying out major repairs of the common property of an apartment building, relocating citizens from dilapidated housing stock, etc.
