Deputies considered several bills. Among them is draft law No. 529-5 “On Amendments to the Omsk Region Code of Administrative Offenses,” which it was decided to recommend to the Legislative Assembly to adopt in the first and second readings. The draft law was prepared in order to bring regional legislation into conformity with federal legislation. In addition, the bill provides, in particular, for the exclusion of the powers of officials of internal affairs bodies (police) to draw up protocols on administrative offenses provided for in Articles 57-59 of the Code. In accordance with paragraph 2 of Article 64 of the Code, protocols on administrative offenses provided for in these articles are drawn up by officials of local government bodies of the Omsk region.
During the meeting, the committee heard and took into account information on draft federal laws and appeals from legislative bodies of the constituent entities of the Russian Federation received by the committee in January-February 2014, as well as on changes in federal legislation from January 11 to February 7, 2014 directions of the committee's activities.
