The first issue the committee considered was the bill “On the execution of the regional budget for 2013” ​​and decided to recommend that the regional parliament adopt it in all readings. Let us recall that the issue of budget execution in 2013 was discussed in detail at public hearings held on June 26 in the conference hall of the Omsk Region Government. Regional budget revenues and expenses increased compared to 2012 levels. In terms of the dynamics of growth of tax and non-tax revenues in the regional budget for 2013, the Omsk region is in 2nd place in the Siberian Federal District (out of 12 constituent entities of the Russian Federation), and in terms of the volume of tax and non-tax revenues - in 5th place.
In the expenditure side of the budget, expenditure obligations in priority areas have been fully financed, primarily as part of the implementation of decrees and instructions of the President of the Russian Federation. The regional budget retained its social orientation. Financial support for social and cultural expenditures was increased compared to 2012. The volume of regional budget expenditures to support priority sectors of the national economy has increased compared to 2012. Funding for agriculture and roads, the Targeted Investment Program, capital expenditures and other expenditure items has increased.
Also, in all readings, the deputies decided to recommend that the Legislative Assembly adopt the draft law “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2014 and for the Planning Period of 2015 and 2016”, which provides, in particular, for regional budget expenditures redistribution of funds within the total volume of budget allocations planned for the main managers of the regional budget. In addition, the income and expenses of the regional budget for 2014 were increased due to subsidies to the budgets of the constituent entities of the Russian Federation from the federal budget for co-financing of capital investments in state (municipal) property. aimed at the construction of a kindergarten in the Pribrezhny microdistrict in Omsk
