Parliamentarians discussed draft law No. 1815-7 “On the regional budget for 2025 and for the planning period of 2026 and 2027” in the second reading. The Deputy Chairman of the Government of the Omsk Region, Minister of Finance of the Omsk Region spoke to the committee members with detailed information about the amount of funding. During his speech, the head of the Finance Ministry noted that regional budget expenditures for 2025 are envisaged in the amount of 158.6 billion rubles.
Among the expenses presented, deputies were particularly interested in government programs that are within the competence of the committee. Thus, the goal of the program “Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food in the Omsk Region” is to create conditions for the sustainable development of agricultural production in the region.
It is worth noting two more important programs - the state programs "Environmental Protection of the Omsk Region" and "Integrated Development of Rural Territories of the Omsk Region".
The first program is aimed at preventing the harmful effects of production and consumption waste on human health and the environment, reducing the overall anthropogenic load on the environment by increasing the environmental efficiency of the economy and environmental management, preservation and restoration of biological diversity.
In addition, the goals of this program are to ensure the protection of water and forest objects, as well as to increase the average annual water level and improve the ecological and sanitary condition of the Irtysh River.
The main goal of the second program is the sustainable development of rural areas, which is directly related to improving the quality of life of villagers.
During the discussion, deputies asked a number of specific questions about the possibility of increasing certain items of the proposed regional budget, about supporting forestry, food production, purchasing agricultural equipment, and also clarified the directions of financing for environmental protection issues. Having received comprehensive information, the committee recommended that the regional parliament adopt as a whole draft law No. 1815-7 “On the regional budget for 2025 and for the planning period of 2026 and 2027.”
