Among the first items on the agenda of the meeting, the deputies discussed the draft law “On amendments to Article 3.1 of the Law of the Omsk Region “On state regulation of the retail sale of alcoholic beverages in the Omsk Region.” No amendments were received to the bill, and it was adopted in the second, final reading. The law was developed in accordance with Article 16 of Federal Law No. 171-FZ “On state regulation of the production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and on limiting the consumption (drinking) of alcoholic products” in terms of establishing restrictions on the retail sale of alcoholic beverages. products from 22:00 to 10:00 local time by organizations and individual entrepreneurs providing catering services in non-stationary retail facilities. In addition, according to the adopted law, it is stipulated that retail sales of alcoholic beverages are possible at venues for concerts, festivals, holidays, performances and others. cultural events, as well as sporting events in the provision of public catering services in stationary retail establishments.
Parliament discussed a package of bills regulating legal relations in various fields of activity. Among them, the draft law “On Amendments to the Law of the Omsk Region “On the Regulation of Urban Planning Activities in the Omsk Region”, accepted for consideration, which, in particular, proposes to set out in a new edition the articles of the law regulating the procedure for preparing, approving and amending regional standards for urban planning , as well as the content of regional standards for urban planning.
The draft laws “On Amendments to the Law of the Omsk Region “On the Regulation of Forest Relations in the Omsk Region”, “On Amendments to the Law of the Omsk Region “On State Policy of the Omsk Region” were also accepted for consideration. in the housing sector" and others. The first of these bills clarifies, in particular, the individual powers of the Government of the Omsk Region in the field of forest relations in terms of establishing a list of officials exercising federal state fire supervision in forests. The second clarifies the procedure for registering citizens in as those in need of residential premises provided under social rental contracts in terms of filing an application for registration not only through local government bodies of the Omsk region, but also through multifunctional centers for the provision of state and municipal services. In addition, it is planned to introduce a rule that when determining the amount of income for each family member and the value of property owned by family members and subject to taxation, able-bodied adult family members who are recognized as having no income during the billing period are not included in the family members .
During the meeting, the regional parliament adopted the Resolution “On Amendments to Certain Resolutions of the Legislative Assembly of the Omsk Region.” The document was developed in order to improve the activities of the Assembly and its committees and provides for the consideration by parliamentary committees of the reports of the Commissioner of the Omsk Region for Human Rights, the Commissioner under the Governor of the Omsk Region for Children’s Rights and the Commissioner for the Protection of the Rights of Entrepreneurs in the Omsk Region when such reports are received by the Legislative Assembly of the Omsk Region.
The laws “On amendments to the Law of the Omsk Region “On the regional budget for 2014 and for the planning period of 2015 and 2016” were adopted (provides for an increase in regional budget expenditures), “On amendments to the Law of the Omsk Region “On the budget of the territorial fund” compulsory health insurance of the Omsk region for 2014 and for the planning period of 2015 and 2016" (implies an increase in the income and expenditure part of the fund), "On amendments to the Law of the Omsk region "On the regulation of land relations in the Omsk region" (aimed at more fully ensuring the rights of citizens to receive free land plots) and other laws.
