Having opened the meeting, the speaker of the regional parliament Vladimir Varnavsky addressed his colleagues: “Today’s meeting of the Legislative Assembly is being held on Local Government Day, which was established by the President of the Russian Federation in 2012.
The formation of local government is quite difficult, and We are constantly convinced of this. However, its role in the development of society and the state is constantly increasing. Today we place serious hopes on local communities, as an institution of active participation in improving the quality of life, strengthening the social sphere and developing the economy. level of government, issues that determine the quality of everyday life of the population are resolved. The Legislative Assembly actively interacts with the entire municipal community.

Then the discussion of the agenda items began. The first to be considered were issues related to the composition of the deputy corps of the regional parliament. Thus, on the basis of the resolution of the Election Commission of the Omsk Region dated April 14, 2016 No. 148-1162 “On the transfer of the vacant mandate of a deputy of the Legislative Assembly of the Omsk Region of the fifth convocation to Gorlov E.N., a registered candidate as part of the regional list of candidates nominated by the Omsk regional branch of the political party "The Communist Party of the Russian Federation" in the elections of deputies to the Legislative Assembly of the Omsk Region of the fifth convocation in a single regional electoral district, the regional parliament recognized the powers of deputy Evgeny Gorlov.


After which the deputies heard and took into account the report of the Omsk Region Commissioner for human rights of Viktor Lokhichev on the observance of human and civil rights and freedoms in the Omsk region in 2015.
Deputies also discussed a package of bills, including “On Amendments to the Law of the Omsk Region “On the Legislative Assembly of the Omsk Region”, “On amendments to Article 8 of the Law of the Omsk Region “On the protection of the population and territories of the Omsk Region from natural and man-made emergencies” and Article 3 of the Law of the Omsk Region “On fire safety in the Omsk Region” and others.
In the second, final reading, a socially significant bill was adopted - on providing a measure of social support for the payment of a contribution for major repairs. In accordance with it, a measure of social support is established at the expense of the regional budget in the form of a monetary equivalent of expenses (discounts) for the payment of a contribution for major repairs of common property in an apartment building for the following categories of citizens living in the Omsk region, who are the owners of residential premises in apartment buildings and those living in them: 1) unemployed citizens living alone who have reached the age of 70; 2) non-working citizens who have reached the age of 70 years, living as part of a family consisting only of non-working citizens living together who have reached retirement age; 3) unemployed citizens living alone who have reached the age of 80; 4) non-working citizens who have reached the age of 80 years, living in a family consisting only of non-working citizens of retirement age living together. For the first two categories of citizens it is planned to provide discounts of 50%, for the next two - 100%.
In all readings, a law was adopted on a new medal for the Omsk region, providing for the establishment of the “Friendship of Peoples” medal for a special contribution to the preservation and development of national cultures, strengthening ethno-confessional peace, friendship and harmony between the peoples living in the territory of the Omsk region.



In the first reading, the revised draft law “On Amendments to Certain Laws of the Omsk Region”, prepared in order to optimize tax preferences established by regional legislation, was considered and adopted. In accordance with the bill, it is proposed, in particular, to extend the period of validity of the reduced tax rate on property for organizations created no earlier than January 1, 2013 and carrying out in the Omsk region the production of goods, performance of work, provision of services in one or more types of economic activity provided for class 01 and 02, section A "Agriculture, forestry, hunting, fishing and fish farming", section C "Manufacturing" of the All-Russian Classifier of Economic Activities, from 5 to 10 years.
Moreover, according to the revised version of the draft law, it is proposed to establish similar tax preferences for organizations that form the infrastructure for supporting small and medium-sized businesses operating in the Omsk region, subject to the involvement of such an organization in the current tax period as a supplier (executor, contractor) for the procurement of goods, works, services to meet state needs during the implementation of state programs (subprograms) of the Omsk region, providing conditions for the creation of small and medium-sized businesses, and to provide them with support. This benefit will not apply to natural monopolies, organizations engaged in regulated activities, organizations engaged in the production of excisable goods, extraction and (or) sale of minerals, with the exception of common minerals, financial organizations, including credit and insurance organizations, as well as organizations created with the participation of such organizations.

During the meeting, issues were considered about the appointment of a representative of the Legislative Assembly to the Association "Council of Municipal Formations of the Omsk Region", about the legislative initiative of the Legislative Assembly of the Omsk Region to submit to the State Duma a draft federal law "On amendments to Article 161 of the Housing Code Russian Federation" and others.
