On February 17, 2022, the next plenary meeting of the Legislative Assembly of the Omsk Region was held. Deputies made changes to the laws on the regional budget, on the establishment of tax rates for entrepreneurs operating under a simplified taxation system, on state policy in the housing sector, and others.
Main
The item on the agenda was spring changes to the Omsk region law "On
regional budget for 2022 and for the planning period 2023 and 2024."
The deputies decided to adopt the corresponding bill in all readings at once. He
provides, in particular, an increase in spending for 2022 by 28.2 billion
rubles.
Additional
funds will be used to implement national projects, provide
social support measures for certain categories of citizens, for the provision of housing
for orphans, for wages of public sector employees, for monthly
monetary reward for class management, for the purchase of medical
equipment and medical products, maintenance of educational institutions,
development of agriculture, increase in road and reserve funds of Omsk
regions and other expense items.
Immediately
All readings passed the law “On Amendments to the Regional Budget for 2021”
year and for the planning period 2022 and 2023", providing
additional financing for such expense items as security
measures to combat the new coronavirus infection, social support
certain categories of citizens and others. As well as the law "On Amendments to the Law of Omsk
region "On the budget of the territorial compulsory medical fund
insurance of the Omsk region for 2021 and the planning period 2022 and 2023
years", which consolidates the increase in income and expenses of the territorial
compulsory health insurance fund in connection with receiving an interbudgetary transfer for additional
financial support for the provision of medical care to persons insured under compulsory
health insurance.
In the first and
in the second reading, deputies adopted a number of bills, previously
discussed at plenary sessions of parliament. Among them is a revised project
Law "On Amendments to the Law of the Omsk Region "On the Establishment
tax rates for taxpayers using the simplified system
taxation", which establishes
reduced tax rates under the simplified taxation system (STS) for
individual types of activities for 2022-2024.
"Document
was fully discussed in the relevant committee,” noted the Chairman of the Legislative
Collections of the Omsk region Vladimir Varnavsky. - This is the law we've been waiting for
entrepreneurs. We extended the benefits for three years."
Reduced
tax rates will be applied upon receipt of at least 70% of income for
the corresponding reporting (tax) period from the implementation of one of the types
economic activity.
In the new
of the revised version of the law, lower tax rates are established according to 44
types of economic activities in the areas of agriculture, manufacturing
production, trade, hotel and catering activities,
education, healthcare, social, consumer services and leisure activities.

additionally 14 types of economic activities were added that were not included in
2020 and 2021, in particular in the areas
recreation and entertainment, publishing activities, in the field of agriculture,
production, culture, sports, as well as "Activities of other land
passenger transport."
Besides,
taking into account the current practice of applying reduced rates under the simplified tax system in 2021,
for 2021, the list of types of economic activities has been reduced
tax rate for type of activity 47.8
"Retail trade in non-stationary retail facilities and on
markets". It is assumed that the extension of the validity period of differentiated
tax rates will improve competitiveness and investment
attractiveness of the Omsk region.

Projects
laws "On Amendments to
Law of the Omsk Region "On the regulation of urban planning activities in
Omsk Region" and "On Amendments to Articles 4 and 5 of the Law of the Omsk
region "On the state policy of the Omsk region in the housing sector" so
were considered in the first and second readings and were adopted as a whole.

The bill was developed in connection with changes in federal legislation.
The first of these draft laws provides, in particular, for clarification
powers of the executive body of the Omsk region authorized in the field
specially protected natural areas of regional significance.
The second establishes the authority’s responsibility
executive power of the Omsk region, authorized to formulate a regional schedule
to implement measures to solve the problems of citizens whose money
involved in the construction of apartment buildings and whose rights to
territory of the Omsk region, place the necessary information in your personal account
Omsk region in the Unified Information System of Housing Construction (UISHS).
Generally
Other laws have been adopted, including the law “On
introducing amendments to Article 4 of the Law of the Omsk Region "On Regulation
land relations", developed with the aim of bringing regional
legislation in accordance with federal legal regulations. According to
paragraph 1 of article 72 of the Land Code of the Russian Federation powers to
the establishment of municipal land control should be carried out by authorized
local government bodies in accordance with the regulations approved
representative body of the municipality. Based on
from this, the regional draft law proposes to exclude from the list
powers of the Government of the Omsk region in the field of regulation of land
relations of the specified authority.
During
other issues were also discussed at the meeting. Among them is the draft law "On
amendments to the Omsk Region Code on Administrative
offenses", presented by deputy Vladimir Kazanin. He
explained, in particular, that the bill proposes to supplement the Code with new
provisions on offenses in the field of improvement of municipal territories
formations, as well as offenses related to changes in architectural
appearance of buildings and structures.

was expressed by the Deputy Chairman of the Government of the Omsk Region, Minister
regional politics and mass communications of the Omsk region Oleg Zaremba,
noting that this draft law protects the interests of the majority of citizens. At the same time
he noted that the amount of fines needs to be discussed.
Based on the results
During the discussion, it was decided to accept the draft law for consideration. It was also decided to send
bill to the committees of the regional parliament, the Governor of the Omsk region, in
local government bodies of municipal districts of the Omsk region and the city
Omsk for the preparation of comments and suggestions.

Other bills have also been considered. In particular, the draft law “On introducing
amendments to Article 5 of the Law of the Omsk Region "On the Protection of Public Health
Omsk region". The bill proposes to supplement this article
provisions defining the procedure for informing the population of the municipal
education, including through the media, about the possibility
dissemination of socially significant
diseases and diseases that pose a danger to others, indicating the content and timing, as well as
designation of the authorized body for the formation and provision of local government bodies
municipalities with relevant information.
