At it, deputies heard a report from the head of the region on the results of the activities of the Government of the Omsk Region in 2013, approved changes to the regional budget for 2014 and for the planning period of 2015 and 2016, and accepted for consideration a draft of a new regional law establishing a system of commissions for minors and protection their rights, and other bills
Report of the Governor of the Omsk Region on the results of the activities of the Omsk Government region in 2013 was the first issue on the agenda of the meeting. The head of the region, Viktor Nazarov, reported on the achieved results of the socio-economic development of the Omsk region, as well as further plans and tasks that need to be implemented.
Then the parliament discussed a large package of bills and other issues. Among them is the question of the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation "On the Federation Council of the Federal Assembly of the Russian Federation." Having considered this law, the deputies decided to approve it. It gives the President of the Russian Federation the right to appoint representatives of the Russian Federation to the upper chamber of the Federal Assembly of the Russian Federation, the number of which is no more than ten percent of the number of members of the Federation Council - representatives from the legislative (representative) and executive bodies of state power of the constituent entities of the Russian Federation.
In all readings The regional parliament adopted a number of laws. This is the law “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2014 and for the planning period of 2015 and 2016”. According to the adopted document, budget revenues and expenses are increased. Additional funds are allocated, in particular, for agriculture, healthcare, sales federal target programs for co-financing capital investments in state (municipal) property. The volume of regional budget allocations for subsidies to carriers has been increased in order to compensate for lost income in connection with the provision of transportation services to the population by road (or rail) transport, subsidies to local budgets for construction. (reconstruction) of water supply facilities and other expenses.
The regional law “On Amendments to the Law of the Omsk Region “On the Public Chamber of the Omsk Region” was also adopted, aimed at ensuring the formation of the Public Chamber of the Omsk Region on the basis of voluntary participation in its activities not only by citizens. of the Russian Federation living in the territory of the Omsk region, but also public associations, trade unions, creative unions, associations of employers and their associations, professional associations and other non-profit organizations created to represent and protect the interests of professional and social groups operating in the territory of the Omsk region.
Several important socially significant bills have been adopted for consideration. One of them is the draft of a new regional law “On commissions for minors and the protection of their rights in the Omsk region”, presented by the Ministry of Youth Affairs, Physical Culture and Sports of the Omsk region. The development of the bill is due to the need to streamline the work of commissions on juvenile affairs and protect their rights, and to bring the regulatory framework governing their activities into compliance with federal legislation. The draft law establishes a system of commissions in the Omsk region, the procedure for their formation, activities and powers.
Another bill - No. 575-5 "On amendments to certain laws of the Omsk region", provides, in particular, for the extension of certain social support measures to orphans and children left without parental care staying in state organizations of the Omsk region for orphans and children left without parental care until they are expelled from the general education organization. This is due to the need to ensure an appropriate level of social protection for orphans who are over 18 years old, but they objectively cannot leave the state organization of the Omsk region for orphans and children left without parental care while studying in a general education organization.
