Having considered the issue of appointing a justice of the peace in the Omsk region, the deputies discussed draft new regional laws aimed at reforming local self-government and providing for the transformation of all settlements that are part of the municipal district by merging them with giving the newly formed municipality the status of a municipal district. We were talking about the settlements of Tarsky, Kalachinsky and Kolosovsky municipal districts of the Omsk region.

There were other bills on the committee's agenda. Among them, the draft law of the Omsk region No. 1807-7 “On amending Article 6.2 of the Law of the Omsk Region “On Combating Corruption in the Omsk Region”, which proposes to determine the timing of the application of liability measures provided for by the legislation of the Russian Federation for non-compliance with restrictions and prohibitions, failure to fulfill duties, established by the legislation of the Russian Federation on combating corruption, to deputies of representative bodies of municipalities of the Omsk region, members of elected local government bodies of the Omsk region, elected to local government officials in the Omsk region: no later than six months from the date of receipt of information about the commission of a corruption offense and no later than three years from the date of its commission. The deputies decided to recommend that the Legislative Assembly adopt this draft law in the second reading.

Implementing the control functions of the committee, the deputies comprehensively discussed the practice of applying Article 61.4 of the Code of the Omsk Region on Administrative Offenses (violation of the procedure and conditions for placing seasonal attractions, rental points for bicycles, roller skates, scooters and other sports equipment), as well as the activities of the state legal bureau of the Omsk region.

A report on the activities of the bureau was presented by the Main State Legal Department of the Omsk Region. Deputies were informed about the results and work plans of the institution. Information was given that the state legal bureau of the Omsk region is the most important participant in the state system of free legal assistance in the Omsk region and one of the guarantees of the realization of the rights of citizens of the Russian Federation in socially significant areas. During the year, the state legal bureau provided free legal assistance in 661 cases. Free legal assistance was provided in the form of legal advice in oral and written forms, and the preparation of legal documents. Citizens asked for help on issues of collecting alimony, reinstatement at work, concluding real estate transactions, assigning and recalculating old-age insurance pensions, and others.

The next questions at the meeting were questions about the committee’s work plan for 2025 and about draft federal laws and appeals from the legislative bodies of the constituent entities of the Russian Federation, received by the committee in November-December 2024.

For 2025, the committee planned, in particular, the preparation of draft laws of the Omsk region in the areas of the committee’s activities, monitoring the enforcement of regional laws, appointing candidates for consideration by the regional parliament, implementing the control functions of the committee, including consideration of issues of social support measures for certain categories of persons providing protection of public order in the Omsk region, on the activities of people's squads and public law enforcement organizations.
