Draft Law No. 534-5 “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2014 and for the Planning Period of 2015 and 2016” was presented to the committee by the Ministry of Finance of the Omsk Region. The bill proposes to clarify the parameters of the regional budget for income, expenses and sources of financing the budget deficit. Income and expenses are planned to increase for 2014, 2015 and 2016. The adjustment is mainly due to changes in the volume of gratuitous revenues to the regional budget in connection with their alignment with the Federal Law of December 2, 2013. 349-FZ "On the federal budget for 2014 and for the planning period of 2015 and 2016". Clarification of gratuitous revenues is provided, in particular, for the construction and reconstruction of highways, for the implementation of monthly cash payments assigned in the event of the birth of a third child or subsequent children until the child reaches the age of three, to provide housing for certain categories of citizens and other articles.
In addition, the bill takes into account the redistribution of budgetary allocations of the regional budget for equipping with equipment, carrying out major repairs of public health care institutions in the Omsk region and supporting young specialists who first started working in state health care institutions in the Omsk region, co-financing costs for the preservation, use and popularization of facilities cultural heritage (historical and cultural monuments) owned by municipalities of the Omsk region, and other expenses. It is planned to provide subsidies to local budgets for the organization of transport services for the population. Having discussed the draft law, the deputies decided to recommend that the regional parliament accept it for consideration in the first and second readings.
It was also decided in all readings to recommend that the Legislative Assembly adopt draft law No. 531-5 “On amending the Law of the Omsk Region “On Organizational Property Tax”, presented by the Ministry of Economy of the Omsk Region. The draft law was developed in order to preserve and develop income the budget base of the Omsk region. The bill proposes to exempt from payment of property tax for 2013 and 2014 organizations engaged in the production of beer and drinks made on its basis in the Omsk region, and whose share of income from the said activities is at least 70 percent. It is stipulated that in order to obtain the right to use this tax benefit in 2014, these organizations must meet the following conditions: ensure an increase in the amount of excise tax to the regional budget at the end of 2014 by at least 5 percent compared to 2013; use brewing malt in production; , including those produced in the region.

Other issues were also discussed at the meeting. Among them is a draft plan for legislative work of the Legislative Assembly of the Omsk Region for 2014, which the deputies decided to recommend to the regional parliament for approval.
