Opening meeting, Chairman of the Legislative Assembly of the Omsk Region Committee on Property Stepan Bonkovsky reported, in particular: “The working group finalized the project law, which we discussed at previous meetings, taking into account the received comments and suggestions." After which the event participants widely and comprehensively reviewed the presented bill “On additional social support for orphans and children left without parental care, on the territory of the Omsk region."



In accordance with it, it is proposed establish an additional measure of social support in the form of a one-time provision of social benefits for the purchase of residential premises at the expense of funds from the regional budget to persons living in the Omsk region from number of orphans and children left without parental care who are not are tenants of residential premises under social tenancy agreements or family members of the tenant of the residential premises under a social tenancy agreement or owners of residential premises, which will reduce the neediness of this category citizens in housing.


< br> During discussion of the project focused on issues related to the order and conditions for the provision of social benefits, the validity period of the certificate for receiving such payment and other aspects.

As a result, the working group decided to send the revised draft law to consideration by the Committee of the Legislative Assembly of the Omsk Region on property and recommend that the committee propose to the Legislative Assembly to send draft law of the Omsk region "On additional social support for persons from number of orphans and children left without parental care" on conclusion to the Governor of the Omsk region.



Working the group was created in April 2021 by decision of the regional property committee parliament due to the need to accelerate the pace of work to implement the law orphans to provide living quarters in the Omsk region. IN its composition included deputies of the Legislative Assembly committees on property and on education, science, culture and youth policy, representatives of bodies executive power of the Omsk region, prosecutor's office of the Omsk region, investigative Department of the Investigative Committee of the Russian Federation for the Omsk Region, Commissioner of the Omsk region for human rights, Chamber of Control and Accounts of the Omsk Region.
