The event was attended by deputies of the Legislative Assembly of the Omsk Region, the Omsk City Council, representatives of ministries and departments of the Omsk Region, local governments, public organizations and owners of apartment buildings.
The agenda included a wide range of topical issues related to major renovations of houses. The discussion began with information about the provision of state support in 2015 for major repairs of common property in apartment buildings located in the Omsk region, at the expense of the state corporation - the Housing and Communal Services Reform Assistance Fund. The participants of the round table paid great attention to information on the progress of the regional program for the overhaul of common property in apartment buildings located in the Omsk region for 2014 - 2043. We also talked about updating this program.
Information was given about the implementation of the powers of the State Housing Inspectorate of the Omsk Region in the field of organizing and carrying out major repairs of common property in apartment buildings; on the implementation by the local government body of the Omsk region of the functions of a technical customer for major repairs of common property in apartment buildings, the owners of premises in which create capital repair funds on the account (accounts) of the regional operator (using the example of the Tavrichesky municipal district of the Omsk region).
Given the relevance of the topic stated at the round table for citizens, those gathered also discussed the issues of providing social support measures for paying contributions for major repairs. Since according to Art. 154 of the Housing Code of the Russian Federation, contributions for the overhaul of the common property of an apartment building are part of the payment for housing and communal services; federal and regional legislation for certain categories of citizens establish social support measures for the payment of the specified contribution. At the round table it was noted that in the Omsk region, social support measures for paying contributions for major repairs are implemented in full within the framework of the current federal and regional legislation.
During the discussion, questions were raised about innovations in legislation in the housing and communal services sector, and various proposals were made to improve the efficiency of servicing the housing stock, including by improving laws. They discussed, in particular, the procedures for holding open tenders for the selection of contractors to carry out major repairs; on establishing a period after which the owner of premises in an apartment building put into operation after the approval of the regional capital repair program becomes obligated to pay contributions for major repairs.
Moreover, the participants were presented with a draft regional law “On Amendments to Article 15 of the Law of the Omsk Region “On the Organization of Major Repairs of the Common Property of Apartment Buildings Located in the Omsk Region”, which supplements the list of services and (or) works on capital repairs of the common property of apartment buildings. At the meeting on December 3, the Committee on Economic Policy and Investments decided to recommend the Legislative Assembly for consideration. At the end of the event, those present discussed the draft recommendations of the round table, prepared with the aim of increasing the effectiveness of the measures. aimed at ensuring the protection of the rights and legitimate interests of consumers of utilities and services related to the maintenance of the housing stock, as well as the timeliness of major repairs of common property in apartment buildings.
