Deputies considered a whole block of financial issues. The main one is the second reading of the draft law “On the regional budget for 2011”. Having discussed the amendments received from two relevant parliamentary committees and deputies, the Legislative Assembly decided to adopt the Law of the Omsk Region “On the Regional Budget for 2011” as a whole. “I would like to note that the regional budget for 2011 was formed by a professional team,” said the speaker of the regional parliament, Vladimir Varnavsky, commenting on the adoption of the law. – The main payments in it are provided, first of all, to socially vulnerable segments of the population. The funds are earmarked for supporting children, veterans, and housing construction.” He paid special attention to the message of the President of the Russian Federation Dmitry Medvedev to the Federal Assembly of the Russian Federation: “The main task set by the president in the message is caring for future generations, about children. In the Omsk region, a lot in this direction is being implemented through concrete actions... The government of the Omsk region is doing a tremendous job of solving the problem of providing places in kindergartens, is considering the issue of a new quality of life for people with disabilities, developing appropriate programs. And we support them. The regional law “On quotas for jobs in the Omsk region” has been adopted... We are talking about the quality of life.”
The largest share in the structure of regional budget expenditures for 2011, and this is almost 70%, is occupied by the socio-cultural sphere (education, culture and cinematography, healthcare, physical culture and sports, social policy). The law provides for a 6.5% increase in wages for employees of budgetary and government institutions in the Omsk region from June 1, 2011. The priority direction when planning social policy expenditures is the preservation of the current system of social payments and benefits in the Omsk region. In the field of education, much attention is paid to solving the problem of providing places in preschool institutions, in the field of health care - the implementation of a program to modernize the health care system in the Omsk region. As part of the Targeted Investment Program of the Omsk Region, expenses are planned for the construction and reconstruction of socially significant facilities, in particular, for the construction of the operating building of the Omsk Regional Oncology Center, the reconstruction of the Concert Hall building, as well as the construction of the Krasnogorsk water-lifting hydroelectric complex on the Irtysh, the Omsk Metro and other facilities.
After considering in the second reading the bill “On the budget of the territorial compulsory health insurance fund of the Omsk region for 2011” and discussing amendments aimed at increasing the income and expenses of the fund’s budget, the deputies decided to adopt this law as a whole. For consideration, in the first and second readings, the draft law “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2010” was adopted, prepared with the aim of clarifying the parameters of the regional budget, in particular, on tax and non-tax revenues, gratuitous receipts from the federal budget, expenses. The deputies took note of the report on the execution of the regional budget for the nine months of 2010.
The regional parliament also considered the issue of recognizing the powers of the deputy of the Legislative Assembly of the Omsk region Valentina Brischenko. Based on the resolution of the Election Commission of the Omsk Region on the transfer of the vacant mandate of a deputy of the Legislative Assembly of the Omsk Region of the fourth convocation to a registered candidate from the regional list of candidates for deputies of the Legislative Assembly of the Omsk Region of the fourth convocation, nominated by the Omsk regional branch of the political party "Communist Party of the Russian Federation", the regional parliament decided to recognize the powers of the deputy of the Legislative Assembly Collections of the Omsk region Valentina Brischenko. In addition, it was decided to elect Valentina Brischenko to the committees of the Legislative Assembly of the Omsk Region on agrarian policy, natural resources and ecology, as well as on education, science, culture and youth policy.
Among other issues, deputies discussed and accepted for consideration the draft law “On Amendments to the Law of the Omsk Region “On Elections of Deputies of the Legislative Assembly of the Omsk Region” and the Law of the Omsk Region “On the Referendum of the Omsk Region”. The bill was prepared in connection with changes in federal legislation. In particular, amendments made to Federal Law No. 67 “On Basic Guarantees of Electoral Rights and the Right to Participate in Referendums of Citizens of the Russian Federation” clarify the procedure for using absentee certificates and establish uniform requirements for the production and issuance of absentee certificates in elections and referendums.
