First on the agenda, the deputies considered the draft law “On the regional budget for 2011”, presented by the Ministry of Finance of the Omsk Region. It is expected that the budget, as in previous years, will be socially oriented. It provides, in particular, for the growth of the region’s own income, an increase in spending on healthcare, wages for public sector employees and other socially significant items of expenditure. After discussing the bill, the committee decided to recommend that the regional parliament adopt it in the first reading.

It was decided to recommend that the Legislative Assembly adopt the draft law “On the budget of the territorial compulsory health insurance fund of the Omsk region for 2011” for consideration. The formation of the expenditure part of the fund's budget for 2011 was carried out in such areas as ensuring the fulfillment of existing expenditure obligations, ensuring the implementation of the rights of citizens in terms of receiving necessary medical care, and providing financial support to medical institutions as part of the implementation of the priority national project “Health”.

During the meeting, the committee heard and took into account the report of the Chamber of Control and Accounts of the Omsk Region on the results of an audit of the budgetary institution of the Omsk Region "Social Rehabilitation Center for Minors of the Nazyvaevsky District" on the issues of targeted and effective use of regional budget funds , as well as funds received from entrepreneurial and other income-generating activities for 2009 and January-May 2010.

The committee also decided to create a working group to develop a draft regional law “On Amendments to the Law of the Omsk Region “On Job Quotas in the Omsk Region.” Among other issues, the deputies discussed and decided to recommend that the regional parliament adopt in all readings a draft law amending the Code of the Omsk Region on social protection of certain categories of citizens and aimed at improving the system of providing public services.
