1. Results of the work of the Legislative Assembly of the Omsk Region for January-March 2014

In January-March 2014, the Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) 3 meetings were held. 59 issues were considered, 78 resolutions of the Legislative Assembly were adopted.

On January 23, at a meeting of the Legislative Assembly, information on the activities of the Legislative Assembly of the Omsk Region in 2013 was considered and taken into account.

The Legislative Assembly prematurely terminated the powers of the deputy of the Legislative Assembly of the Omsk region in the single regional electoral district from the electoral association "Omsk regional branch of the All-Russian political party "UNITED RUSSIA" M.M. Karakoz, in connection with his appointment to the post of head of the Main Organizational and Personnel Directorate Omsk region.

Subjects of the right of legislative initiative submitted 23 draft laws of the Omsk region to the Legislative Assembly, including:

Committees of the Legislative Assembly and deputies of the Legislative Assembly - 13 (56.5%),

Governor of the Omsk Region and the Government of the Omsk Region - 10 (43.5%).

The Legislative Assembly adopted 19 laws of the Omsk region. All of them are about introducing changes to the current laws of the Omsk region.

The laws of the Omsk region, adopted by the Legislative Assembly and signed by the Governor of the Omsk region, are posted on the official website of the Legislative Assembly (www.omskparlament.ru).

2.1. Legislation of the Omsk region in the field of state and legal construction, development of democratic institutions, law enforcement Legislation on public authorities of the Omsk region

In order to bring regional legislation into compliance with The Budget Code of the Russian Federation adopted the Law of the Omsk Region No. 1610-OZ "On Amendments to the Law of the Omsk Region" "On the Chamber of Control and Accounts of the Omsk Region", which specified powers of the Chamber of Control and Accounts of the Omsk Region, methods of implementing state financial control. Legislation on elections, referendums and other forms of direct democracy in the Omsk region

Law Omsk Region No. 1608-OZ "On Amendments to the Law of the Omsk Region "On Conducting Public Events on the Territory of the Omsk Region" adopted in order to bring certain provisions of the regional law in accordance with the Federal Law “On meetings, rallies, demonstrations, processions and pickets” in terms of clarifying the conditions for the ban and restriction of public events.

In accordance with federal legislation, the Law of the Omsk Region No. 1618-OZ "On Amendments to the Law of the Omsk Region "On Elections to Local Government Bodies of the Omsk Region" excluded the norm on the mandatory use of the proportional electoral system in municipal elections of representative bodies of a municipal district, urban district with 20 or more deputies.

Law enforcement

Law of the Omsk Region No. 1617-OZ "Onamending the Code of the Omsk Region on Administrative Offenses" (hereinafter referred to as the Code) was adopted in order to bring regional legislation into compliance with federal legislation. The law excludes the powers of police officials to draw up reports on administrative offenses provided for in Articles 57-59 of the Code. In accordance with paragraph 2 of Article 64 of the Code, protocols on administrative offenses are drawn up by officials of local government bodies of the Omsk region.

Article 54 “Washing vehicles in places not designated for this purpose” has been excluded from the Code, since liability for this administrative offense is provided for in Article 6.3 “Violation of legislation in the field of ensuring sanitary and epidemiological welfare of the population” of the Code of the Russian Federation on Administrative Offenses.

2.2. Legislation of the Omsk region in the field of budget and tax policy

Law of the Omsk Region No. 1605-OZ "On amendments to the Law of the Omsk Region "On the regional budget for 2014 and for the planning period of 2015 and 2016" the funds to be received from the federal budget are clarified in accordance with the regulatory legal acts of the Russian Federation, as well as certain interbudgetary transfers transferred to municipalities of the Omsk region at the expense of federal and regional budgets

As a result of the changes made, regional budget revenues for 2014 increased by 1.8 billion. rubles, expenses - by 2.1 billion rubles.

The Law of the Omsk Region No. 1606-OZ "On Amendments to Article 4 of the Law of the Omsk Region "On Transport Tax" changed the tax payment date for individuals from October 1 to October 10 November of the year following the expired tax period.

In order to preserve and develop the revenue base of the budget of the Omsk region, the Law of the Omsk Region No. 1609-OZ "On Amendments to the Law of the Omsk Region "On Organizational Property Tax" was adopted , which exempted from paying property tax for 2013 and 2014 organizations engaged in the production of beer and beer-based drinks in the Omsk region, and whose share of income from the said activities is at least 70 percent.

Law of the Omsk Region No. 1616-OZ "On amendments to the Law of the Omsk Region "On the budget of the territorial compulsory health insurance fund of the Omsk Region for 2014 and for the planning period of 2015 and 2016" the expenditure part of the budget of the territorial compulsory health insurance fund of the Omsk region was increased by 1.1 billion rubles by 2014

The adoption of the Law of the Omsk Region No. 1622-OZ "On the suspension of the validity of paragraph three of paragraph 2 of Article 9 of the Law of the Omsk Region "On the budget process in the Omsk Region" is due to the need performance by state bodies of procedural actions determined by the legislation of the Russian Federation when adjusting state programs.

2.3. Legislation of the Omsk region in the field of social protection of the population

The Law of the Omsk Region No. 1613-OZ "On Amendments to the Code of the Omsk Region on Social Protection of Certain Categories of Citizens" established a measure of social support in the form of an additional payment to the labor pension for old age (disability) to persons who filled the elective positions of heads of municipal districts of the Omsk region, as well as filled on a permanent basis the positions of chairmen (deputy chairmen) of representative bodies of municipal districts of the Omsk region for two terms or more, whose powers in the corresponding position ceased no earlier than December 19, 2004.

The Law of the Omsk Region No. 1615-OZ "On Amendments to the Code of the Omsk Region on Social Protection of Certain Categories of Citizens" expanded the categories of children taken into account as part of the family when appointing ;monthly allowance for families with five or more children.

2.6. Legislation of the Omsk region in the field of housing policy

3. Exercise of control functions by the Legislative Assembly and its committees

As part of the implementation of control functions at meetings of the Legislative Assembly, the following were considered and taken into account:

information on the activities of the Legislative Assembly of the Omsk Region in 2013;

information on the activities of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region in 2013;

report on the activities of the Chamber of Control and Accounts of the Omsk Region in 2013.

The committees of the Legislative Assembly, exercising control powers, including for the purpose of monitoring law enforcement, heard 28 reports and information in their areas of activity from auditors of the Chamber of Control and Accounts of the Omsk Region, heads of executive authorities of the Omsk Region.

The practice of holding “round tables” by committees of the Legislative Assembly continued meetings, outdoor events.

On March 18, a visiting meeting of the Legislative Assembly Committee on Social Policy was held at the autonomous inpatient social service institution of the Omsk region "Nizhyn Gerontological Center" on the topic "On current issues of social services for elderly citizens and disabled people in the Omsk region."

March 18 at the Omsk State Academic Theater there was a meeting of members of the Legislative Assembly Committee on Education, Science, Culture and Youth Policy with representatives of the Ministry of Culture of the Omsk Region, dedicated to the Year of Culture in the Russian Federation.

On March 27, the Legislative Assembly Committee on Economic Policy and Investment organized and held a round table on consumer protection issues in the Omsk region.

On March 28, the Legislative Assembly Committee on Education, Science, Culture and Youth Policy held at Omsk State University. F.M. Dostoevsky "round table" on the topic "On the development of distance educational technologies in the education system of the Omsk region."

In total, the committees of the Legislative Assembly held 27 meetings (including 3 away) and considered 176 questions.

4. Interaction of the Legislative Assembly with the federal bodies of state power

In January-March 2014, from the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the State Duma) to prepare reviews, comments and proposals received 304 draft federal laws.

The Legislative Assembly supported the adoption of Federal Law No. 450100-6 "On Amending the Federal Law" On Basic Guarantees of Electoral Rights and the Right to Participate in the Referendum of Citizens of the Russian Federation "and sent the relevant decision to the State Duma Committee on Constitutional Legislation and State Construction.

Representatives of the Legislative Assembly participated in parliamentary hearings, "round tables" and other events held by the Federal Assembly of the Russian Federation.

5. interaction of the Legislative Assembly with state authorities of the Omsk region

The Legislative Assembly continues to actively interact with the Governor of the Omsk Region, the Government of the Omsk Region, the executive bodies of state power of the Omsk region, the control and accounting chamber of the Omsk region, the election commission of the Omsk region, the prosecutor's office of the Omsk region in the preparation and refinement of draft regional laws, and the preparation of proposals on the improvement of regional and federal legislation. The bills submitted to the Legislative Assembly by other subjects of the right of legislative initiative were sent to the Governor of the Omsk Region for the preparation of comments and proposals, to the conclusion.

By Decree of the Governor of the Omsk Region dated October 22, 2013 No. 145 (as amended on 12/20/2013), the permanent representatives of the Governor of the Omsk Region and the Government of the Omsk Region in the Legislative Assembly of the Omsk Region were appointed:

The Chairman and Deputies of the Legislative Assembly took part in meetings of the Government of the Omsk Region, colleges of the ministries and departments of the Omsk region, in thematic meetings held by the executive bodies of state power of the Omsk region.

Representatives of state authorities of the Omsk region took part in meetings of the Legislative Assembly, events of the Legislative Assembly, expanded meetings of the committees of the Legislative Assembly, as well as meetings of working groups and commissions.

6. interaction of the Legislative Assembly with local governments of municipalities of the Omsk region

In the first quarter of 2014; The Legislative Assembly sent 14 draft laws of the Omsk Region to prepare comments and proposals to the representative bodies of local self -government of the Omsk Region.

On January 29, 2014, a meeting of the Presidium of the Council of Chairmen of Representative Bodies of the Municipal Regions of the Omsk Region and the city district of Omsk under the chairman of the Legislative Assembly of the Omsk Region was held. On March 25, 2014, a meeting was held in the Legislative Assembly with students of the Sherbakulsky municipal district of the Omsk region, dedicated to the 20th anniversary of the Legislative Assembly of the Omsk Region.

Representatives of local authorities participated in meetings of the committees of the Legislative Assembly, working groups, "round tables" and other events.

Deputies, apparatus of the Legislative Assembly provided organizational and methodological assistance to local authorities of the region. The employees of the department for ensuring interaction with the constituent entities of the Russian Federation and the local governments of the organizational administration of the apparatus of the Legislative Assembly were prepared and sent to the municipal areas of the Omsk region information and analytical materials about the work of representative bodies of local self-government of the Omsk region in 2013.

7. other areas of activity of the Legislative Assembly

In accordance with the Law of the Omsk Region No. 303-OZ "On Justices of the Peace of the Omsk Region", the Legislative Assembly in the period under review appointed two magistrates of the Omsk region.

In connection with the expiration of the term of office of the auditor of the Control and Audit Chamber of the Omsk Region  the Legislative Assembly assigned elections to the position of the auditor of the Control and Audit Chamber of the Omsk Region from the Legislative Assembly on the day of the meeting of the Legislative Assembly in July 2014 (Decree of the Legislative Assembly dated 13.03.2014 No. 52). 

As part of the preparation for the celebration of the 20th anniversary of the Legislative Assembly, seminars-meetings were held, meetings of students of educational institutions of the Omsk region with deputies and employees of the apparatus of the Legislative Assembly, thematic exhibitions in the Omsk State Regional Scientific Library named after ; A.S. Pushkin, municipal areas. 

The publication of the book "Preserving the connection of the times ...", dedicated to the complex process of the formation and development of the liberal movement, democratic institutions, representative and legislative authorities in Russia and the Omsk Region, is timed to the 20th anniversary of the Legislative Assembly.
In the lobby of the first floor of the building of the Legislative Assembly, an exposition has been issued, dedicated to the anniversary of the regional parliament, including the portrait gallery of deputies of the Legislative Assembly of I-V convocations, as well as exhibits, documents, other materials of different years telling about the history of the formation, development and main areas of activity of the Legislative Assembly. ;

On March 14, 2014, the regional journalistic competition for the best information materials dedicated to the 20th anniversary of the Legislative Assembly, which launched on September 1, 2013.

The measures held by the Legislative Assembly were accompanied by both announcement and final information messages. Information reports following meetings of the Legislative Assembly, its committees, working groups, public hearings, round tables, visiting and other events with strict frequency were posted on the news feed of the official website of the Legislative Assembly on the Internet. Meetings of the Legislative Assembly were accompanied by Internet broadcasts in real time.
