ABOUT THE BEGINNING OF THE PROCEDURE FOR FORMING A NEW COMPOSITION OF THE PUBLIC CHAMBER OF THE OMSK REGION

At the first plenary meeting after the summer holidays, held on September 22, 2022, deputies considered more than two dozen issues. Parliamentarians adopted laws aimed at strengthening control over the fulfillment of quotas by organizations for hiring people with disabilities and expanding tax benefits for investors. Draft laws were considered that provide for innovations in taxation, in the field of guardianship and trusteeship of minors and in the field of education. In addition, a draft agreement between the Government of the Omsk Region (Russian Federation) and the Mogilev Regional Executive Committee (Republic of Belarus) was approved.

Today, September 15, 2022, the next meeting of the Social Policy Committee took place. On the agenda, deputies reviewed the draft law, heard, discussed and took into account information on the areas of the committee’s activities.

At a meeting of the Committee on Agrarian Policy, Natural Resources and Ecology, held on September 15, 2022, deputies discussed one of the bills relevant to the population of the region, as well as information falling within the competence of the committee.

Bills providing for changes to the personal income tax and the property tax of organizations were considered at a meeting held on September 15, 2022 by the financial and budgetary policy committee of the regional parliament. It is proposed to invalidate the Law of the Omsk Region of November 21, 2003 No. 478-03 “On the property tax of organizations.” Instead, a new law has been prepared.

A whole package of new bills relating to fees for major repairs, investment activities, regulation of urban planning activities, as well as reports of the Chamber of Control and Accounts of the Omsk Region and other issues were considered by the Committee on Economic Policy and Investments of the regional parliament at its first meeting in the autumn session, held on September 15 2022.

On September 14, 2022, the Committee on Legislation and Local Self-Government of the regional parliament held its first committee meeting in the autumn session. Deputies discussed amendments to the Charter (Basic Law) of the Omsk Region, new bills affecting elections to local governments and regulation of the activities of election commissions, as well as issues of monitoring the enforcement of regional legislation and changes to federal laws.

On September 14, 2022, the Committee on Education, Science, Culture and Youth Policy of the regional parliament began its work in the autumn session with a visiting meeting. On July 27, the XVIII Siberian Agrotechnical Exhibition-Fair “AgroOmsk-2022” officially opened in Omsk.
