On March 17, 2022, the Legislative Assembly of the Omsk Region adopted for consideration the draft law “On Amendments to the Law of the Omsk Region “On the Regulation of Relations in the Field of Education in the Omsk Region”, aimed at expanding measures of social support for medical workers of medical organizations of the state health care system of the Omsk Region.

On February 17, 2022, deputies of the regional parliament adopted in all readings the law “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2022 and for the Planning Period of 2023 and 2024,” providing for an increase in budget revenues and expenses for 2022-2024. in particular, expenses for 2022 have been increased by 28.2 billion rubles. Additional funds will be allocated to the implementation of national projects, the provision of social support measures to certain categories of citizens and other expenditure items.

The corresponding draft law was accepted for consideration by deputies of the Legislative Assembly of the Omsk Region at the first plenary meeting of the spring session, held on January 20, 2022. Reduced tax rates under the simplified taxation system for certain types of economic activity are planned to be extended for 3 years.

On December 16, 2021, deputies of the regional parliament adopted at the next plenary meeting the Law of the Omsk Region “On the regional budget for 2022 and for the planning period of 2023 and 2024.” Of the total expenditures, a significant part of the budget allocations is allocated to priority budget obligations. One of the priorities of the region's budget policy remains financing the activities of national projects. In general, the share of program expenditures in the regional budget in 2022 will be more than 90% of the total budget allocations.

On November 25, 2021, the Legislative Assembly of the Omsk Region adopted in the first reading the draft regional law “On the regional budget for 2022 and for the planning period of 2023 and 2024.” For the first time at the budget development stage, the total revenue for 2022 exceeded one hundred billion and amounted to 110.9 billion rubles.

On October 21, 2021, at the regular plenary meeting of the regional parliament, the Governor of the Omsk Region, Chairman of the Government of the Omsk Region, Alexander Burkov, made a report on the main directions of budgetary, economic and social policy for 2022. As Vladimir Varnavsky, Chairman of the Legislative Assembly of the Omsk Region, noted during the consideration of this issue, many new tasks remain to be solved.

On September 29, 2021, the first meeting of the Legislative Assembly of the Omsk Region of the seventh convocation took place. Organizational issues were on the agenda.  Vladimir Varnavsky was elected Chairman of the Legislative Assembly, and Alexander Artemov was elected Chairman. Parliamentarians formed 7 committees and approved the composition of the commissions and the Secretariat. In addition, from among their members, the deputies elected Dmitry Perminov as a senator of the Federation Council of the Federal Assembly of the Russian Federation from the Legislative Assembly of the Omsk Region.

On September 17-19, 2021, elections to the Legislative Assembly of the Omsk Region of the seventh convocation were held. According to preliminary results, six parties entered the Legislative Assembly. The United Russia party has the most votes – 31.63% of the total number of voters. In single-mandate constituencies, residents of the Omsk region gave the largest percentage of votes to Vladimir Varnavsky - 56.33%. The Speaker of Parliament became the only deputy who became a member of the Legislative Assembly of the Omsk Region since the formation of this highest legislative (representative) body of state power in the Omsk Region in 1994.

This current socially significant issue was considered on July 8, 2021 at the plenary session of the Legislative Assembly, which concluded the work of the regional parliament of the sixth convocation.
