1. Main results of the work of the Legislative Assembly of the Omsk Region in 2014

In 2014, the Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) held 13 meetings. 277 issues were considered,393 resolutions of the Legislative Assembly were adopted.

Subjects of the right of legislative initiative to the Legislative Assembly of the Omsk Region introduced 129 draft laws of the Omsk Region, including:

Governor of the Omsk Region and the Government of the Omsk Region - 75 (58%),

committees of the Legislative Assembly - 41 (32%), of which 10 are jointly with the prosecutor's office of the Omsk region,

deputies of the Legislative Assembly – 9 (7%),

representative bodies of local government of the Omsk region - 4 (3%).

At the meetings of the Legislative Assembly, 114 draft laws of the Omsk region were considered, submitted by subjects of the right of legislative initiative.

The Legislative Assembly adopted 109 laws of the Omsk region. Of these, 13 new laws of the Omsk region, 94 on amendments to the laws of the Omsk region, 1 on recognition as lost force and amendment of certain laws of the Omsk region, 1 – on the suspension of certain provisions of the law.

2.1. Legislation of the Omsk region in the field of state and legal construction, development of democratic institutions

Legislation on public authorities of the Omsk region

Law of the Omsk Region No. 1623-OZ "On Amendments to the Law of the Omsk Region "On Certain Issues of Implementation of the Federal Law "On the Organization of the Provision of State and Municipal Services" in the Omsk Region" the powers of the executive authorities of the Omsk region include the authority to organize the activities of multifunctional centers for the provision of state and municipal services in accordance with the Federal Law.

In order to implement the Federal Law of October 22, 2013 No. 284-FZ "On amendments to certain legislative acts of the Russian Federation in terms of determining the powers and responsibilities of public authorities of the constituent entities of the Russian Federation, local governments and their officials in the field of interethnic relations" Law of the Omsk RegionNo. 1632-OZ "On Amendments to Article 10 of the Law of the Omsk Region "On the Government of the Omsk region" established the powers of the Government of the Omsk Region in the field of interethnic relations.

In order to improve the structure and optimize the activities of individual executive authorities of the Omsk Region, the Law of the Omsk Region No. 1649-OZ “On Amendments to Certain Laws of the Omsk Region” was adopted. Amendments have been made to the Code on Public Positions of the Omsk Region and on the State Civil Service of the Omsk Region and the Law of the Omsk Region "On the Government of the Omsk Region" in terms of combining the Office of the Governor of the Omsk Region and the Office of the Government of the Omsk Region into one executive body of the Omsk Region.

Law of the Omsk Region No. 1713-OZ "On Amendments to Certain Laws of the Omsk Region"was adopted in order to give the Government of the Omsk Region the authority to approve the procedure for posting information on income, property and property-related liabilities of persons , filling positions of heads of state institutions of the Omsk region, their spouses and minor children and providing the specified information to the media for publication. Legislation on awards

Law of the Omsk Region No. 1659-OZ “On the use of a copy of the Victory Banner in the Omsk Region” established the procedure for using a copy of the Victory Banner in the Omsk Region on the Victory Day of the Soviet people in the Great Patriotic War.

Legislation on the civil service of the Omsk region

In accordance with the provisions of the Federal Law “On Insurance Pensions”, which came into force on January 1, 2015, the Law of the Omsk RegionNo. 1700-OZ “On Amendments to the Code on Public Positions of the Omsk Region and the State Civil Service of the Omsk Region” was adopted region"in terms of replacing the concept of "labor pension" with the concept of "insurance pension".

Legislation on elections, referendums and other forms of direct democracy in the Omsk region

Law of the Omsk Region No. 1668-OZ "On Amendments to Certain Laws of the Omsk Region"was adopted in order to bring the regional legislation on elections and referendums into line with the federal legislation in terms of lowering the requirements for admitting candidates to distribution deputy mandates to the Legislative Assembly of the minimum percentage of votes from 7 to 5 percent of the number of votes of voters who took part in the voting. The possibility of early voting in elections of deputies of representative bodies of municipalities of the Omsk region is provided.

Local self -government legislation in the Omsk region

In 2015, more than 70  interest on the regional budget expenditures will amount to expenses for the socio-cultural sphere (for education, social policy, culture, healthcare, physical culture and sport).

Certainly established obligations to pay social benefits and compensations in the field of social protection of the population, the fulfillment of all social obligations and the targeted solution of social problems are subject to legislative execution. Expenses in this direction will increase by the level of 2014 by 12 percent.

In addition, as part of the preparation and celebration of the 70th anniversary of the Victory in the Great Patriotic War of 1941-1945, the regional budget provides for more than 50.0 million rubles for one-time payment to veterans of the Great Patriotic War.

In connection with the endowment of local authorities of the municipalities of the Omsk region, the individual state powers of the Russian Federation and the Omsk region in the regional budget  subventions are provided for the budgets of municipalities for the financial support of the authority transferred to them.

In the Law of the Omsk Region No. 1695-OZ "On amendments to Article 4 of the Law of the Omsk Region" On the Budget Process in the Omsk Region " the principle of programmatic budget formation. 2.3. The legislation of the Omsk region in the field of social policy

Labor legislation and social protection of the population

In accordance with changes in federal legislation aimed at providing disabled people with additional guarantees of employment and equal opportunities with other citizens in exercising their right to work, the Law of Omsk Region No. 1640-OZ "On Amendments to Certain Laws of Omsk Region" amended the regional laws: "On Labor Protection in Omsk Region" and "On Quotas for Jobs in Omsk Region". The law will allow employers who do not fulfill the quota to ensure the fulfillment of obligations to set job quotas and expand the employment opportunities for disabled people.

Law of Omsk Oblast No. 1654-OZ "On Amending Certain Laws of Omsk Oblast" amends the following regional laws: "On the Transfer of Authority in the Sphere of Guardianship and Trusteeship over Minors to Local Government Bodies of the Urban District and Municipal State Districts of Omsk Oblast", the Code of Omsk Oblast on Social Protection of Certain Categories of Citizens, and "On the Regulation of Relations in the Sphere of Education on the Territory of Omsk Oblast".
